NO SPONSORSHIP Position Objective: The Architect of the Capitol (AOC), Office of the Chief Security Officer (OCSO) has a requirement for a Sr. Project Manager (PM) for classified and sensitive security projects.These projects will include, but not be limited to, the Hart Area Restoration Program, Capitol Police Campus Camera System Project, Capitol Campus Critical Infrastructure Program, and Physical Security Assessment Implementation Phase I Program.The support will be performed primarily through monitoring, coordinating, tracking, documenting, notification and providing recommendations of issues and concerns related to the assigned projects. This position will include supporting project activities such as providing access to sensitive areas that require an additional level of oversight and controls, verifying work and attend project related meetings.These activities may occur on weekends, holidays, and extended evening hours. Duties and Responsibilities: The PM will serve as the focal point for the assigned project(s) communications, notifications, status, analysis, and project expert. The PM shall have prior to award of this task order been granted and shall maintain a Secret clearance throughout the life of the task order. The PM shall provide notifications of issues, concerns and recommended resolutions, achievement of milestones to the government customer. The PM will also produce weekly and monthly project status reports as well as produce their own and review and provide comments on additional contractors provided minutes from project meetings. The PM shall perform the following services for the projects assigned in writing by the government customer. Subtask 1:Project Notifications The PM shall provide the following services: Identify project related issues or concerns effecting schedule, cost, client impact, quality, security, public or safety. When an issue and/or concern is identified or becomes known, the PM shall notify the government customer via e-mail as soon as possible but no later than twelve (12) hours once issue and/or concern is identified. Draft notifications for the government customer to send to the clients and AOC on Legislative and client operational impacts such as power outage, access or noise impact that may disrupt the client's operations, as directed by the government customer or at least 72 hours prior to the impact. Provide a written notification of a potential changes or ambiguities to the contract.These potential changes or ambiguities could be a result from unforeseen conditions, owner/client request, errors in design and Government schedule impacts.These notifications shall include the following and be in writing delivered via email within 48 hours from identification of potential change or ambiguities: Potential change to the original scope Impacts to the original contract (estimated cost, schedule, quality, etc.) Recommendation on how to proceed Draft notifications for the government customer to send to the clients and AOC on prior to contractors accessing spaces or areas that are not public. Subtask 2:Reports & Meetings The PM shall produce the following reports: Weekly Reports: Weekly project report outlining the following topics: Description of projects compliance with the approved schedule.Deviations from the approved schedule shall be highlighted and a short explanation provided if needed. Any issues or concerns with the projects quality, security safety or potential cost impacts and steps taken to address or remediate the issues or concerns. A two (2) week, major impacts and milestones look ahead. Monthly Briefing: The PM shall provide a summary briefing of issues, resolutions, notifications, and milestones that have occurred during the past month period and a summary of upcoming milestones and notifications planned for the next four weeks. Project Meetings: The PM shall lead the scheduling of project related meetings with clients, and AOC staff at the guidance from the government customer. The PM shall develop an agenda, sign-in sheets for the meetings and develop supporting documentation for the meetings as requested by the government customer. The PM shall attend all meetings relating to the assigned projects. The PM shall develop meeting minutes and shall review any other meeting minutes created for accuracy and provide to the government customer for review and dissemination. The PM will provide meeting minutes within 24 hours of project related meetings.The minutes shall include attendees, time and date, topics discussed, resolutions to the issues, listing of any unresolved issues, action list identifies topic and who has lead with a deliverable date. The PM shall support the government customer in the development of project presentations, reports and other associated documents needed for project related meetings. The PM shall facilitate and support discussions and meetings with partner agencies, jurisdictions and oversight to support the resolution of issues and support the reaching of decision points. Subtask 3: Project Management The PM shall be the Subject Matter Expert on the contract and be the initial interface for questions from additional contractors regarding the scope. The PM does not have the authority to make changes or determine responses if ambiguity in the contract is identified. The PM may convey the government customers direction to the project team. For any identified ambiguity or clarifications, the PM will notify the government customer in accordance with Subtask 1. Basic Qualifications: Minimum Education Requirements: Bachelor's degree w/ 12 years of relevant experience; or PhD w/ 8+ years of relevant experience; or Master's degree w/ 10+ years of relevant experience; or Associate's degree w/ 14+ years of relevant experience; or No degree w/ 16+ years of relevant experience Ten (10) or more years of relevant experience as lead project manager on a monumental project.Monumental projects are defined as those requiring exceptional planning, coordination and oversight due to the high level of importance or visibility of those projects due to the environment within which they take place. For example, all projects associated with this position will take place at or around the US Capitol complex within sight/sound of high-level government officials and dignitaries. Minimum of three (3) years' experience post certification as a Project Management Professional (PMP).
