Description Jefferson Solutions, the government consulting company of Jefferson Consulting Group, a well-respected, woman-owned small business in Washington, DC seeks highly qualified individuals to serve as Senior Trade and Investment Advisor - Information and Communications Technology (ICT) in support of USAID Africa Bureau's Prosper Africa Initiative.The Prosper Africa Executive Secretariat (PAES), supported by the US Agency for International Development (USAID), seeks an ICT advisor to provide technical leadership, support interagency coordination and build partnerships to advance trade and investment with Africa in the ICT sector.DUTIES AND RESPONSIBILITIES include, but are not limited to:Support the development and implementation of strategies, policies, and programs that:Mobilize US private investment in ICT infrastructure, products, and services in Africa;Encourage the growth of trade in digital goods and services between the US and Africa;Identify and promote pro-competitive policy, legal and regulatory reforms in the ICT sector in Africa;Connect tech entrepreneurs to investors; andPromote exports of US ICT goods and services and increase US company market presence in African countries.Develop and track pipeline of commercial ICT opportunities in Africa; advise on the viability of ICT-related transactions and suitability for US government tools and services;Conduct sector based research and analysis and prepare briefers, papers, and talking points for senior leaders on ICT sector trends and opportunitiesAdvise US and African businesses and investors on opportunities in the ICT sector;Provide training and capacity building on ICT-related trade and investment issues for US government staff;Ensure that Prosper Africa ICT activities are appropriately coordinated with related US and like-minded donor initiatives, and that they align with Administration priorities;Build partnerships with the private sector, like-minded donors, multilateral organizations, think tanks, and civil society to advance Prosper Africa objectives in the ICT sector;Undertake other related duties, as assigned.As needed, support implementation of the Environmental and Social Management Framework (ESMF) for Prosper Africa as directed by the COR and in coordination with the Prosper Regional Environmental Advisor (REA).REQUIRED KNOWLEDGE SKILLS, EDUCATION and/or EXPERIENCE: Master's degree in ICT, business administration, or a related field 10+ years of experience in digital trade, connectivity, finance, ICT policy, or related field; Familiarity with US government trade and investment financing, technical assistance, and other tools; Demonstrated experience in a developing country context, preferably in Africa; A strong network of professional relationships in the US and/or African private sector, donor community, and international organizations; Experience working in complex, dynamic, multi-faceted, fast-past environments. Demonstration of excellent verbal and written communications skills. Experience working in a bilateral or international organization environment will be considered a strength. Willingness and ability to travel domestically and internationally.Professional fluency in French, Arabic, or Portuguese is a plus but not required. US citizenship required.
