Description Essential Duties and ResponsibilitiesProvides advice and assistance to concerned parties on all facets of labor standards ensuring that contractors, managers and others are in compliance with applicable affirmative action program requirements;Presents compliance requirements during pre-proposal and orientation conferences with prospective contractors in order for them to arrive at a clear understanding of what is required under the proposed contract;Answers routine labor relations questions received from contractors and subcontractors;Reviews weekly payrolls, inspector's field reports, and contractors' certifications; and initiates corrective measures on labor noncompliance; assists contractors in the early stages of construction to resolve labor discrepancies;Conducts maintenance and technical wage surveys for the establishment of wage rates for employees and subcontractors; reviews wage surveys, compiles data and summaries for various reports;Resolves labor-related disputes involving program participants whenever possible; coordinates resolution of disputes and worker complaints with senior staff as needed; Assists in developing, managing and maintaining automated systems for the establishment and maintenance of wage rates, collection of wage survey information and the issuance and tracking of wage decisions for construction contracts in all programs;Calculates financial restitution payments from contractors and subcontractors for failing to comply with the Davis-Bacon Act or service contract wage rates;Prepares correspondence, status and technical reports to the US Department of Urban Development (HUD) for management to review; prepares status and technical reports to keep management informed of the progress, activity;Works to encourage regular and consistent communication with internal and external DCHA clients through meetings, written correspondence or verbally; Performs other related duties as assigned Minimum Requirements Education and/or ExperienceBachelor's degree in a related field from an accredited college or university, and at least (4) four years of progressively responsible related; or other equivalent combination of education and experience which meet the minimum qualifications requirement may be substituted.Due to field responsibility, the compliance specialist is required to possess a local valid driver's license with an acceptable driving record.The District of Columbia Housing Authority (DCHA) conducts pre-employment screening on specified positions, which may include but is not limited to a criminal background check, drug and alcohol testing, verification of academic credentials, licenses, and certifications, and/or verification of work history. This position has been designated by the department to require a drug and alcohol screening and background check. Finalist(s) for this position will be subject to drug and alcohol testing and will be required to consent to a pre-employment background check as a condition of employment.Vaccination Requirement: The District of Columbia Housing Authority values the safety of our employees, our residents, and our visitors.
