As a Legislative Analyst, you serve as a technical expert in the development of HRSA legislation and legislative policy activities. Your major duties and responsibilities include: Reviewing and analyzing pending legislation and regulations, which will have an impact on the assigned bureau(s) or office(s) and HRSA programs. Monitoring Congressional Record for activities relevant to assigned programs and preparing position and background papers detailing the policy implications, which affect specific programs. Reviewing Departmental directives and other proposals such as drafts of pending legislation, regulations, and guidelines, including determining the applicability to assigned HRSA Programs.Developing recommendations to resolve problems affecting existing policies of HRSA programs.Participating in the development of HRSA legislative and legislative policy activities.Providing technical assistance to Agency staff in the preparation of legislative proposals and reports to Congress.Providing answers to routine questions on legislative matters proposed by public, Agency and Departmental officials, and Congressional staff. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance. GS-09:Applicants may meet the minimum qualifications by one of the three (3) methods listed below: 1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-7 level in the federal service. Examples of qualifying specialized experience equal to the GS- 7 level include the following types of tasks performed on a regular and recurring basis: Tracking pending legislation and Congressional activities relevant to assigned programs. ANDDrafting segments of background memos on legislative matters related to programs for editing by senior analysts. OR 2. EDUCATION: Have a Master's or equivalent graduate degree or at least 2 full years of progressively higher level graduate education leading to such a degree or an LL.B. or JD To be qualifying, the higher level graduate education must be in a major field of study other field of study with course work directly related to the work of this position. OR 3. EDUCATION and EXPERIENCE: Have an equivalent combination of the above minimum qualifying specialized experience AND higher level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position. GS-11: Applicants may meet the minimum qualifications by one of the three (3) methods listed below: 1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service. Examples of qualifying specialized experience equal to the GS-9 level include the following types of tasks performed on a regular and recurring basis: Assisting senior analyst with evaluating the content of new or modified legislation and regulations for projected impact upon agency programs and resources. ANDConducting research to draft responses to stakeholders' routine questions on general/basic legislative matters. OR 2. EDUCATION: Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M.To be qualifying, the higher level graduate education must be in a major field of study or other field of study with course work directly related to the work of this position. OR 3. EDUCATION and EXPERIENCE: Have an equivalent combination of the above specialized experience AND higher level graduate education directly related to the work of this position that meets 100% of the qualification requirements for this position. Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.
