Project Administrator SupportJob Category: ConsultingTime Type: Full timeMinimum Clearance Required to Start: SecretEmployee Type: RegularPercentage of Travel Required: Up to 10%Type of Travel: Continental USWhat You'll Get to Do:Provide analytical, programmatic, and logistical support to the Department of Defense (DoD) Chief Information Office (CIO) Resource & Analysis (R) Directorate. Additionally provide experienced executive-level support in the analysis and conceptual formulation of the DoD DCIO Human Resources policy. Provide executive-level support on Federal Government Human Resource policy, relevant public laws, and existing DoD policies. Develop alternatives and courses of action; provide recommendations on weekly and monthly basis and research applicable Federal Government law and DoD policy. Assist both R Staff and Human Capital Management (HCM) Team in preparing documentation, plans, and drafting emails to send to DCIO Senior Officials and/or Senior Officers. Manage the process and coordination of Joint Duty Assignment (JDA) and Liaison Officers (LNO) new assignments, extension approval requests, and memorandums of understanding for employees seeking assignments within the DoD CIO. Draft and process Memorandum of Agreement (MOA) and Memorandum of Understanding (MOU), resolving problems with JDA and LNO new assignments and extensions, assisting the R Staff with the implementation of the Defense Performance Management and Appraisal Program (DPMAP). More About the Role:Roles and Responsibilities:*Assist the R Directorate and Staff Members with the implementation of the Defense Performance Management and Appraisal Program (DPMAP).*Create and revise BOERS Reports in PDF format and execute internal task coordination within the DoD CIO Front Office, Chief of Staff Office, and DCIO Directorates. *Draft, revise, and distribute Memorandums of Understandings, Memorandums of Agreements, and Joint Duty Assignments packages for the Detailee programs.*Assist the Human Capital Management Team Lead with reorganization actions for DoD CIO and manage external stakeholders from NGA, DISA, USA, USN, and USAF.*Manage coordination of Joint Duty Assignments (JDA) and resolve JDA and LNO new assignments, extensions, and requests. *Create JDA memorandums for Detailees from ODNI, TCC, DAU, and NGA.*Create and submit Detailee extension memorandums for NSA and DISA.*Track and update both the Individual Development Plans and Performance Rating Plan spreadsheets.*Attend weekly the R Staff Meeting Conference Call (Mornings); provide updates on the Performance Appraisal cycle and any upcoming Joint Duty Assignments.*Attend weekly Teleconference calls with NSA and OSDI pertaining NCRDEF MOA Annex A.You'll Bring These Qualifications:Education and Clearance:Have an Active Secret clearance.Bachelor's Degree and/or equivalent experience with minimum 5-7 years' experience.Desired Skills:Knowledge in the analysis and conceptual formulation of DoD CIO Human Resource policy. Ability to research applicable Federal Government law and policy, Department of Defense policy, and preparation and coordination of documentation and plans.Ability to analyze data, collate and present findings for recommendations and/or courses of action to Senior Officials for review and approval. Ability to execute customer engagement and communicate effectively with Stakeholders, Senior Officials, and Senior Officers.
