Assists with the planning and development of operating budgets for the Department of State's Enterprise Chief Information Security Officer (E-CISO), in coordination with the Information Resources Management (IRM) Bureau's budget office. 2. Coordinates the development of budget guidelines, annual legislative funding requests, and budget documents. 3. Serves as liaison with representatives of external funding agencies and organizations, as appropriate; provides special data and analysis; negotiates preliminary funding approvals. 4. Serves as legislative liaison, as appropriate to the position; provides information to sponsors, reviews legislation, and informs management of legislative funding proposals when and where applicable to the E-CISO's Office. 5. Reviews availability of funding and prepares approval budget revision requests for unrestricted funding, requisitions for the E-CISO's recruitment, service contracts, and new staff positions for the E-CISO or USG Proxy. 6. Reviews and advises the E-CISO or proxy on the financial viability/cost-benefit, and the relative ranking of capital requests and special project/program proposals for funding. 7. Compiles scheduled and special reports, analyses, and feasibility studies such as annual data summaries and program status reports. 8. Recommends and participates in the development of Department and/or IRM policies and procedures; may serve on Bureau and/or Department planning and policy-making committees. 9. Provides recommendations to the E-CISO and/or proxy for personnel that deal in budgetary responsibilities, which includes work allocation, training, promotion, enforcement of internal procedures and controls, and problem resolution. 10. Performs research and analysis to evaluate programs and develop recommendations for more cost-effective organization or funding mechanisms. 11. Performs miscellaneous job-related duties as assigned. Qualifications The following skills/experience/knowledge are REQUIRED to be considered for this role: *Security Clearance: The ability to obtain a Secret clearance *Minimum 2 years of experience *A Bachelors degree in a related field *Ability to develop and maintain complex budgets in a multi-faceted Federal Government setting. *Strong interpersonal and communication skills and the ability to work effectively with a wide range of constituencies in a diverse community. *Ability to learn, interpret, plan, develop, coordinate, and consolidate multiple operating budgets. *Ability to gather data, compile information, and prepare reports. *Ability to communicate effectively, both orally and in writing. *Knowledge of legislative budget process. *Ability to analyze and interpret financial data and prepare financial reports, statements and/or projections. *Skill in examining and re-engineering operations and procedures, formulating policy, and developing and implementing new strategies and procedures. *Ability to analyze budgetary expenditures for compliance with approved budget. *Knowledge of organizational structure, workflow, and operating procedures. *Knowledge of software to quantify and illustrate complex financial reports, comparisons, impacts, and/or projections. *Ability to make evaluative judgments. *Ability to supervise and train employees, to include organizing, prioritizing, and scheduling work assignments. *Knowledge of cost analysis techniques. *Knowledge of OMB and/or other Federal Agency budgeting and funding procedures, standards, and documentation requirements. *Ability to foster a cooperative work environment. *Ability to analyze funding legislation. *Ability to review and advise on the structure and potential impact of financial legislative initiatives. *Ability to work with the legislature and federal oversight agencies. *Knowledge of alternative operational and program funding mechanisms. *Ability to collect, compile, analyze, and summarize information and to develop financial reports and feasibility studies. *Ability in forecasting expenditures based on current and previous expenses or other appropriate factors. *Ability to make arithmetic and statistical calculations based on financial data *Ability to maintain accurate and complete financial records. The following skills/experience/knowledge are PREFERRED to be considered for this role: *Federal financial or PM certification (PMP, CGFM, CDFM) *Experience in managing budget and finances for federal clients *State Department experience *Experience working for C-suite executives or in an IT environment *Knowledge of financial systems *Ability to review and automate processes and data as needed Additional RequirementsThe successful candidate must not be subject to employment restrictions from a former employer (such as a non-compete) that would prevent the candidate from performing the job responsibilities as described.
