The role will require managing demand, resources, and budget to enable success for stakeholders. The team will work on processing Big Data and delivers data analytics engineering services. This role will deliver all aspects from capturing of metadata to design, development, and implementation of data sets in enterprise data warehouse along with related analytics. Working in partnership with business stakeholders, IT delivery teams and strategic vendors, the incumbent will create a compelling vision for data analytics capabilities that will scale across the enterprise. The Manager will work with Business Stakeholders to understand analytics needs and provide technical solutions to address gaps in data and related toolsets.The Manager will serve as a provider and Subject Matter Expert for delivering Enterprise Data Warehouse services to the organization. The role also requires understanding analytics needs of business stakeholders to deliver related Business Intelligence platforms and services. The Manager will provide forward-looking, industry perspectives and be responsible for the full lifecycle process of the service including definition, governance, and execution. The Manager will develop and implement a resource strategy, operate with little to no supervision in a complex environment. Partner with Talent, Procurement and Vendor Management teams to prepare contracts with approved vendors.Responsibilities:*Play the role a lead scrum master to follow SAFe (Scaled Agile Framework) and own delivery*Follow scaled agile methodology to capture demand (in the form of features/user stories) from various business stakeholders, prioritize with product owner/product manager, execute them ensuring quality, risk management, deliver outcomes and relevant metrics for progress and continuous improvement*Ownership in leading delivery, working with multiple cross-cultural teams and good communication for alignment and delivery success*Ensure effective and efficient allocation of staff resources (supply) to service projects and initiatives (demand) by scoping out length and duration of projects*Establish workforce by identifying the skills required to fulfill project portfolio needs and provide a steady availability of high-quality resources working with Talent, Procurement and Vendor Management teams*Develop and define clear core work definitions, process flows and operating models; demonstrate the complete life cycle and capabilities of the Service*Generate Statements of Work and partner with HR, Procurement and Vendor management teams on resources and contracts*Guide and analyze benchmarking, trend analysis and other input to drive continuous improvement and elevate service performance using relevant metrics*Bring external perspective and ideas from relevant sources, keep current with technology, government/policy impacts and industry best practices*Partner with Enterprise Architects to determine and define the technical architecture required to implement and support the Service *Evaluates the performance and trends of assigned services to customers, including defined KPIs and SLAs and ensures service levels are achieved in line with SLAs and SLOs*Build and maintain relationships with team members, management, key stakeholders and/or external contacts (vendors, etc.)*Perform benchmarking and trend analysis to incorporate continuous improvement or defined enhancements into the Service(s) functions *Provide constructive and actionable feedback to resources, Resource Managers and Vendor Managers to ensure expected performance and satisfy service SLAs *Build organizational capability by strengthening and adding new capabilities, technical skills, and competencies, and eliminates low-value activity with view to long range goals*Ensures compliance with Navy Federal`s ISD standards, practices, and processes*Familiarity of Azure DevOps tool for running Agile project end to end is nice to have*Performs supervisory/managerial duties: o Ensure adequate/skilled staffing o Establish performance goals and priorities o Prepare, conduct, and review performance appraisals o Develop, mentor and counsel staff o Provide input and/or prepare budget requirements for Annual Financial Plan (AFP) o Ensure section/branch goals and objectives align with division/department strategy*Perform other related duties as assignedQualifications and Education Requirements:*Bachelor`s degree in Information Systems, Computer Science, Engineering, or related field, or the equivalent combination of education, training, and experience*Demonstrated experience in collaborating with Business Units on intake and delivery for data analytics using Agile*Demonstrated experience with demand, resource, budgetary, contract and financial management*Experience in the delivery of data assets into a Data Warehouse in Cloud using Azure Synapse, AWS Redshift or similar, for use across the enterprise*Experience in managing Data Warehouses and services at enterprise scale and complementing with Data Lake capabilities*Experience in collaborating with stakeholders to drive self-serve reporting and analytics and BI as a service using Power BI, Tableau, and similar tools*Experience with data structures and the ability to extract data from various data sources *Experience in leading the design and implementation of data integration solutions using ETL, pub-sub, real-time messaging, RESTful APIs, and other mechanisms*Experience with orchestrating data workflows ensuring delivery as per availability expectations*Oversee requirements, data models, large datasets, and BI tools*Demonstrated experience in building and aligning Data Governance, creating Metadata, and managing Data Quality*Experience in managing and delivering Scaled Agile Framework (SAFe) preferably in financial industry*Experience conducting Service Reviews to showcase accomplishments, performance metrics and upcoming deliverables*Experience with working on RFPs, generating Statements of Work and assessing the responses*Experience with Azure DevOps Boards or similar agile tools for Agile Delivery*Ability to understand the business problem and determine what aspects of it require optimization;
