Under direction of Shore Regional Health (SRH) President and Chief Executive Officer, the Senior Vice President, Chief Operating Officer (COO) provides leadership, direction and operational oversight to SRH to meet strategic and operational objectives; supports the efficient and cost effective use of system resources, including the integration of system-wide cost and efficiency initiatives. II. The SVP, COO demonstrates leadership in quality management through innovative contributions to quality efforts, and the selection and development of an effective, results-oriented staff. The SVP, COO will be designated the executive leader/project executive s on special projects that have broad impact, high institutional value and high risk. In this capacity the SVP, COO is accountable to the President & CEO and the Board for overall project execution and success. Responsibilities and TasksThe following statements are intended to describe the general nature and level of work being performed by people assigned to this classification. They are not to be construed as an exhaustive list of all job duties performed by personnel so classified. Responsible for the day to day operations of the hospital. Assures the sound fiscal operation of SRH, including direct engagement in the timely, accurate, and comprehensive development and implementation of annual operating and capital budgets. Develops, administers, and communicates strategic and operational plans to support the vision, mission, values and strategic plan of SRH. Plans, develops, and coordinates organization capacity and capability to respond to and implement changes in the strategic direction of SRH and UMMS. Working closely with SRH and UMMS senior management peers, interprets, coordinates and anticipates capital investment and service capabilities to meet requirements. Provides senior management peers with viable options and cost effective solutions and advises action to President/CEO with regard to these matters. Provides executive leadership over the activities associated with meeting the Joint Commission standards for the Environment of Care, Life Safety, and Emergency Management and Major Development Projects. Provides support to external venture development projects. Collaborates with various leadership levels within the UMMS structure on project assignments; may assume leadership role in system assignments, including initiatives within UMMS. Participates in UMMS System forums, including the operations committee and forums. Represents the SRH executive leadership on System-wide work groups and projects. Monitors, analyzes and evaluates the activities and performance effectiveness within the various areas of responsibility, assuring progress towards the SRH's overall targets. Reviews and evaluates existing systems, programs, and procedures. Selects, develops, and leads a high performing team of direct reports who in turn foster a success-oriented, accountable structure and environment within their areas of responsibility. The SVP, COO sets challenging and attainable performance objectives and operational plans that are responsive to and enabling of SRH strategies and contribute to the growth objectives of SRH. Ensures the delivery of efficient, economic and quality services through effective process design. Develops and implements a variety of quality indicators which allows ongoing quality assessment. Ensures that departments comply with state, federal and The Joint Commission regulatory requirements. Manages the financial performance of capital and operating budgets for strategic investments, major and minor (medical equipment), program and departmental improvements, building system and infrastructure repair and replacement, and the building interior program and the operating budgets of the facilities organization maximizing productivity, efficiency, and cost effectiveness. Provides executive oversight and guidance to the capital facilities planning and development program through participation on the UMMS capital subcommittee and the W/MBE subcommittee of the UMMS Board. Serves as the Project Executive on selected strategic capital construction projects and participates in major decisions regarding architecture/engineering consultant and construction manager selections. Responsible for negotiating, executing, and managing major service contracts within operational domains. Develops and maintains a human resource management plan which supports the achievement of customer service, service quality, and financial objectives. Involves staff at all levels in the facilities organization in defining and achieving service excellence. Creates an organizational climate which supports and values diversity and recognizes the contributions of staff from diverse backgrounds. Demonstrates personal and professional leadership within SRH, community, and among health care and business colleagues. What You Need to Be Successful: Education and Experience Master's degree in Hospital or Business Administration, Architecture, Engineering or a related discipline is required. Ten years of experience with demonstrated success as a VP with significant operational accountability and experience is required. Knowledge, Skills and Abilities Demonstrated effectiveness in managing, directing departmental operations and senior administrative/management/supervisory personnel, evaluating, training and motivating performance. Ability to accomplish results through others. Demonstrated ability to delegate effectively and to establish clear guidelines for accountability. Ability to build consensus and provide strong leadership in a team environment, with the highest of professional and personal integrity. Strong business planning and program development skills; a proven track record in the development of quality facilities. Proven organizational skills and political savvy; results-oriented, hands-on administrative ability is required. Highly effective verbal and written communication skills that would enable the individual to successfully interact with medical staff, management, residents, executive staff, other management personnel at all levels, regulators, the media, and the community. High level of proficiency and demonstrated effectiveness in problem-solving, and implementing new programs related to increased departmental and organizational operating efficiency.
