Minimum Qualifications:

  • Bachelor's degree in Business Administration, Accounting, Finance or a related field
  • In lieu of the bachelor's degree, four (4) years of experience in grant management/administration and financial analysis

  • Minimum of five (5) years' experience in grant management/administration and financial analysis. Experience to include finance/accounting, procurement/contracts/ and full grant and budget cycle

  • NA

  • Project management and program evaluation experience. Grant management administration and financial analysis, preferably in a transportation or government environment

Job Summary:

The Capital Program Analyst is responsible for providing financial, budgetary, management analysis, and oversight for assigned Department of Bus Services (BUSV) and Operations Budget, Performance and Planning (OBPP) programs and projects contained in the Washington Metropolitan Area Transit Authority (WMATA) Capital Improvement Project (CIP), to include reimbursable, grant-funded, and CIP-funded projects. Additionally, the incumbent exercises independent judgment and actions to analyze, implement and document financial administrative requirements for assigned projects. Establishes and maintains continuing communication with operating and capital staff in other departments of WMATA and external agencies to fulfill project obligations.

  • Works closely with budget, oversight and engineering staff and other units in developing and implementing policies and procedures for providing program management oversight and administration of budgets for WMATA's CIP and other capital projects. Assists in planning and coordinating activities for evaluating and monitoring the status of the budgets for the CIP and other capital-related programs and operating projects and keeps management apprised of issues.
  • Assists in developing criteria, standards, policies and procedures pertaining to project management oversight and administration, ensuring consistency and adherence to WMATA policies and procedures and to Federal Transit Administration (FTA) reporting requirements.
  • Assists in establishing work goals for the unit and providing professional support to the Office of Bus Planning (BPLN), Department of Bus Services (BUSV) and WMATA staff. Ensures compliance with project and program administrative requirements, such as forecasts for revenues and expenses, procurement procedures and that grant reports and/or amendments are accurately prepared, documented, and executed. Performs confidential labor documentation of BPLN staff and WMATA Force Account and contractor work and payroll.
  • Assists in the development and administration of the BPLN annual operating and capital budgets including personnel cost, project expenditures, grant reimbursement schedules. Advises BPLN management and BUSV Assistant General Manager (AGM) of budget status for assigned projects. Identifies fiscal concerns and problem areas and recommends solutions to resolve the problem(s).
  • Assists in the preparation of reports on the status of the budgets for the Capital Improvement Projects (CIP) and other BPLN capital programs, in conjunction with other WMATA business units.
  • Works closely with CIP project managers and other senior management to develop adherence to approved or agreed-upon budgets, scope-of-work, schedules and reporting obligations.
  • Serves as subject-matter expert for the development and maintenance of CIP project budgets with in-depth knowledge of all aspects of the program. May serve as Contracting Officer's Technical Representative (COTR) for procurement operating and CIP projects.
  • Performs financial year-begin/end processes to include accruals, plan of contracts, pro rata charges, reclassification of budget line items and adjustment of subproject capital funding. Functions as a PeopleSoft Super-User responsible for all BPLN capital program and projects financial and budgetary data.
  • Reviews federal, local, and other grant regulations and prepares recommendations to fulfill requirements relating to assigned CIP projects. Provides guidance to the interdepartmental grant team, and technical assistance to grantors, on project-related subject matters relating to the administration of WMATA and BPLN grants.
  • Provides information and analysis for Internal and External audit findings as relate to assigned projects and the BPLN CIP program. Prepares documentation for responses to audit findings and determinations.
