Credence Management Solutions is seeking a Program and Communications Coordinator in support of USAID Global Health Bureau, Office of Health Systems (OHS). Summary Statement Program and Communications Coordinator will be located in the Office of Health Systems (OHS) within the Bureau for Global Health (GH). OHS serves as the Agency's knowledge hub for health systems strengthening (HSS) and is responsible for implementing the Agency's approaches to HSS, synthesizing and disseminating health systems knowledge, and providing technical assistance and other support to USAID's programs and field missions through analysis, strategy development, and program design. OHS operates global projects that implement HSS activities in the six health systems functions: health finance; health governance; health information; human resources for health; medical products, vaccines, and technologies; and service delivery. In line with USAID's Vision for Health System Strengthening 2030, OHS leads an approach to HSS that integrates activities across more than one of these six core functions and orients investments toward improving priority health system outcomes (equity, quality, and resource optimization). The office is organized around teams that align with these three outcomes, and a fourth cross-cutting Strategic Support and Analysis (SSA) team. Position Summary The Program and Communications Coordinator is located in the Office of Health Systems Strengthening (OHS), Strategic Support and Analysis (SSA) Team. The Coordinator will coordinate OHS data analytics and reporting activities, support OHS strategic communications efforts, and provide support to project management teams. The Coordinator provides support to all office technical teams and communications staff, performing a variety of both complex and routine duties. These duties range from administrative-type tasks such as scheduling meetings and presentations, recording and distributing notes, and maintaining program files; to more complex analytical-type tasks such as collecting, compiling, and analyzing data for various program and financial documents; reviewing technical and financial reports from implementing partners; and designing and maintaining program and financial tracking systems. The Coordinator will work closely with the office and team leadership and provide input on related technical, financial, and communications issues. S/he may coordinate and lead in developing office reporting documents and OHS contributions to Bureau and Agency reports. The Coordinator will be expected to support multiple activities and tasks simultaneously, and will need to work independently and efficiently to balance competing priorities and deadlines while producing high-quality deliverables. The individual must develop a working knowledge of USAID policies, regulations, business practices, and procedures, as well as corporate practices and procedures related to the programming cycle. The Coordinator must have excellent technical, teamwork, administrative, and communication skills. Responsibilities The following essential duties and responsibilities of the Program Coordinator include: Administrative: Lead the coordination for timely and accurate data collection, analysis, narrative preparation, and offices' clearances for Office of Health Systems inputs for annual reporting exercises, including the Global Health Bureau Portfolio Review, Operational Plan, Performance Plan and Report, Health Implementation Plan, and reports to Congress. Design and update spreadsheets, briefers, and other documents. Schedule regular and ad hoc management and technical meetings for the office and technical teams, which includes reserving conference rooms or other appropriate facilities, preparing agendas, notifying participants, setting up equipment, and assembling background and informational materials. Assist in planning retreats, in-house technical meetings, and other functions. Assist with the organization of implementing partner meetings by scheduling, recording notes, and drafting meeting reports. Ensure that schedules and deadlines are met. Record, file, and distribute notes from various Strategic Support and Analysis team and project management meetings. Arrange pre-clearance for, receives, and announces visitors Project Management: Liaise with clients (such as USAID missions, regional bureaus, and health program teams) to help coordinate multiple management-related activities provided through Office of Health Systems projects, in particular the USAID Consolidated Grants to the World Health Organization (WHO). Provides input on related financial and technical issues. Prepare and/or review request packages for procurement-related documents, such as subawards, no-cost extensions, restricted commodity requests, and statements of work, to ensure that all documentation is complete and in compliance with USAID rules, regulations, and standards. Provides guidance to missions and implementing partners, with the approval of the Agreement Officer's Representative, on required documentation for award actions and provides feedback on how to improve their submissions. Assemble reports, funding analyses, and respond to requests and taskers in support of project functioning. Support new awards and projects through the design process. Initiate design steps and coordinate review and approval process across bureau and agency. Assist with backstopping for project management team members during TDY, leave, or other absence. Participate in regular management and technical meetings with project management teams and implementing partners. Establish, maintain, and retire project files according to regulatory guidelines. Assist in monitoring project compliance with legislative and policy requirements including periodic site visits to field offices Track procurement actions and facilitates approval process, liaising with project management teams, the Office of Policy, Programs, and Planning, and the Office of the General Counsel. Take the lead in assessing gaps in current management organization systems, and design new processes, in accordance with the Agreement Officer's Representative, that improve speed and efficiency of document reviews, procurement action reviews, etc. Serve as the financial lead, facilitating the day-to-day financial management of projects and serving as the financial point of contact with implementing partners and other operating units. Review and analyze financial reports prepared by multiple projects (eg, Quarterly Federal Financial Report and Quarterly Baseline Report) to produce quarterly accrual reports and annual burn rate and trend graphs. Ensure that reporting adheres to USAID rules, regulations, and requirements. Design and maintain financial reconciliation tracking systems to ensure that activities are progressing and that spending concerns are addressed and discussed with the project management team. Coordinate and ensure all core and field support funds are planned for in the Field Support Database, authorized by respective bureaus/offices, committed to the Office of Health Systems for obligations to the projects, and executed by the Office of Policy, Programs, and Planning as award amendments. Informs project management teams of updates. Update and track project ceiling data against field support and core obligations. Ensure timely submission of all reporting (annual reports and other requirements) and support the project management team in the technical review and approval processes of these reports. Ensure that revised documents incorporate USAID comments. Liaise with colleagues in other USAID operating units (Office of Infectious Diseases, Office of HIV/AIDS, Maternal and Child Health and Nutrition Office, Population and Reproductive Health Office, Center for Democracy, Human Rights, and Governance, etc.) to support the implementation of core and field activities Strategic Communications and Analysis Support: Support strategic communications with technical guidance from the Office of Health Systems Senior Communications Advisor. Support the development and implementation of communications strategies that promote the visibility and understanding of health systems strengthening to a variety of audiences. Collect and disseminate materials to the USAID missions, USAID/Washington offices, host country institutions, cooperating agencies, and others. Draft and circulate internal and external communications products, including emails, website content, stories, talking points, briefing papers, and informational memos. Develop examples and talking points that emphasize the importance of health systems strengthening in US foreign assistance. Ensure that communications work products are reviewed and cleared, as appropriate, by OHS technical staff, the Senior Communications Advisor, the Office of Health Systems Director, and Bureau for Global Health leadership. Coordinate with the Senior Communications Advisor and the Bureau for Legislative and Public Affairs to provide information on health systems strengthening programs for Congressional and external audiences. Keep abreast of new developments and emerging issues by attending meetings, conferences, workshops, and technical groups related to the Office of Health Systems' strategic communication activities and interests. Formulates recommendations for USAID in response to these developments and shares with colleagues. Lead the coordination of the Strategic Support and Analysis Team in the preparation of materials for portfolio reviews and budget requests for submission to the Office of Health Systems leadership. Research, plan, analyze, and organize technical and/or statistical information and develop data for use in briefings, publications, and reports. Recommend statistical formats for reports, ensuring consistency with USAID standards. Contribute to the development and implementation of the Office of Health Systems learning agenda and work plan for the Strategic Support and Analysis Team. Support technical coordination of sector activities in health system strengthening across select USAID countries by participating on country teams, reviewing strategies and annual reports, and helping to meet technical assistance needs. Qualifications Masters degree and a minimum of 4 more years of relevant experience, or bachelor's degree with 6 years, Associate's degree and 8 years relevant experience OR High School graduate and 10 years of relevant experience with at least two years' experience related to international or resource challenged settings. Strong analytical and problem-solving skills. Demonstrated skills in health data analysis including familiarity with statistical and data visualization tools. Ability to apply strategic and analytical skills to develop, review, manage/or implement project designs, work plans, program budgets, and technical reports. Ability to effectively present information and respond to questions from a broad range of program managers, clients, customers, international partners, other donors, interagency counterparts, and the general public. Fluent English with an excellent ability to communicate, influence and convince verbally and in writing Strong interpersonal skills with the ability to build relationships with people of diverse professional, educational, and cultural backgrounds. Excellent teamwork, networking, facilitation and negotiation skills. Proven ability to apply innovative approaches, work independently and apply new methods to solve problems.
