The WMATA Department of Information Technology is seeking an IT Special Projects Manager with experience in the following areas:
  • Managing compliance with various standards, requirements, audits and findings of regulatory bodies that oversee the performance of the IT Department
  • Supporting a Quality Management System (QMS), as a manager, auditor, process designer, or data analyst
  • Program and project lifecycle tracking for a Project Management Office (PMO), and using and promotion project management tools

The ideal candidate will have a Project Manager experience in an IT organization governed by a PMO using a tool such as Clarity (or other PPM tools) and will have demonstrated success in managing and fostering customer relationships while working in this role. He/she will have a basic understanding of the concepts of Quality Management and will show experience of audit processes involving IT functions and systems (such as financial audits, safety audits, and quality audits), either as a primary responder to auditor requirements, as the leader of an audit, or as a manager of audit response. He/she will also have excellent understanding of project management processes, including PMO Governance and Policy, and understanding of Project Lifecycle Management in Waterfall and/or Agile. He/she will have broad knowledge of IT functions, be a good listener and strong communicator (visual and in writing) and have facility using Excel to analyze and track project-related tasks at a detailed level.

ISO 9001:2015 certification or training; PMP certification or training is preferable. Familiarity with principles of IT Service Management and ITIL 4.0 is desirable.

Minimum Qualifications:

Graduation from an accredited college or university with a BA/BS degree in computer science, business administration, information technology or related disciplines. Master's degree preferred. Minimum of five (5) years of progressively responsible Information Techno logy Project Management experience and/or consulting experience. Experience in project budget and schedule control. Formal training and/or experience in developing and implementing training plans for technical personnel. Formal training and/or experience in Project Management, estimating, cost and schedule management, variance reporting and electronic project management tool such as Primavera, MS Project, Project Scheduler 7. Reporting Tools such as Crystal Reports. Project management certification preferred. Familiarity with organization development principles to include training needs analysis . Familiarity with Internet access, e-mail and web hosting technologies.

Or the equivalent combination of post-high school education, and more than seven (7) years of progressively responsible professional experience in project management and consulting experience. Experience in project budget and schedule control. Formal training and/or experience in developing and implementing training plans for technical personnel. Formal training and/or experience in Project Management, estimating, cost and schedule management, variance reporting and electronic project management tool such as Primavera, MS Project, Project Scheduler 7. Reporting Tools such as Crystal Reports. Project management certification preferred. Familiarity with organization development principles to include training needs analysis . Familiarity with Internet access, e-mail and web hosting technologies.

Job Summary/Duties:

This is a highly responsible professional, administrative and technical position involving multi disciplined tasks related to the monitoring of multiple projects, management of IT projects, and the strategic management and execution of the staff training and development function to meet the demands of ever changing information technology.

Incumbent will continuously manage the project control activities of a major department providing expert professional project management assistance to Authority management. Incumbent is responsible for continuously organizing, monitoring, analyzing and tracking all office projects to ensure compliance with WMATA internal procedures and processes. Incumbent will administer the overall development, negotiation, management and continuous monitoring and tracking of budget, schedule and deliverables for approved IT projects in the offices within the department. Incumbent works closely with Chief, PMO and Finance to create, coordinate and maintain a centralized project management function to ensure cross project and program collaboration to directly support the need to leverage resources.

Tracks and monitors department projects, project budgets and project activities. Establishes, updates and publishes monthly project status reports for projects department wide. Provides expertise and guidance to ensure standardization and consistency in project management practices.

Ensures a comprehensive capacity monitoring program to assess current utilization levels and programs for expansion as required.

Reviews project proposals and plans to determine time frames, funding limitations, procedures for accomplishing projects, staffing requirements and allotment of available resources to various project phases.

May serve as leader or member of matrix teams to plan, launch and evaluate IT programs requiring strong project management skills . Participates on or leads various internal projects to committees to build and maintain effective working relationships, ensure internal interdepartmental cooperation and coordination.

Responsible for reviews, work plan definitions, task management, overall deliverables and status tracking for systems integration and/or development.

Leads and motivates cross-functional special project teams. Manages, directs, guides and coordinates project teams through BPI and project launch. Monitors project team activities ensuring, schedule and budget adherence by developing and using various reporting and project management tools to monitor and report on IT projects.

Communicates with the sponsoring organizations Authority wide to assist in needs assessment, scope definition, and risk and process improvement analyses as part of the Business Plan Initiation Process (BPI). Maintains web applications that provide tools for use Authority wide to develop and initiate IT projects.

Develops, schedules, manages and facilitates meetings, reviews, assessment or any other aspect of assigned projects or interventions.

Works closely with all management levels to identify and conduct actions required for success of developmental projects. Provides consultation for current project management standards.

Administers the training and development program for IT, including training budget. Aligns training needs with occupational and project needs, develops training budget for department, ensures web-based application is up-to-date for portfolio management, performance appraisals and ad-hoc reporting requirements. Incumbent regularly develops accurate reports for every level of management and executive reporting,

Oversees, identify and plan common needs training and development opportunities via traditional classroom training, online self-study, development programs, career planning, counseling and coaching to support the IT mission and the occupational needs of each office.

Develops content, designs and updates IT training website for centralized control of IT training plan, portfolio management of staff training, reporting for management and executive needs.

Makes presentations to staff or other departments as needed.

Skilled in preparing and delivering to varied audiences accurate, clear, concise reports and other written materials.

Personally responsible for ongoing self-improvement of management, technical, analytical and business skills.

Responsible and accountable for developing and submitting a realistic and reasonable project budget and for issuing appropriate progress reports as required to record the project's advancements or delays. The report shall include a register of completed tasks, all payments issued and any problems causing delays, redirection of focus or that impacts project delivery timeline or strategy. A progress report will be provided to OMBS as well as the program's front office (ELT member) as required.

Responsible for cost allocation to appropriate projects and for the timely and accurate review and approval of applicable invoices.
