Duties

  • You will serve as an Assistant Legal Counsel practicing business and administrative law at the Naval Research Laboratory.
  • You will apply overall Navy policy.
  • You will provide legal advice and services involving contracting policies and procedures.
  • You will practice primarily in federal acquisition law, defend procurement decisions that are protested at the Government Accountability Office (GAO) and elsewhere.
  • You will advise on federal technology transfer law including Cooperative Research and Development Agreements (CRADA), Work for Non-Federal Entities agreements, and other partnering instruments, as well as export control reviews.
  • You will advise on information disclosure, fiscal law, and ethics/standards of conduct.

Qualifications

You will serve as an Attorney Advisor (General) / Assistant Legal Counsel within the office of Commanding Officer, Code 100810 within the NAVAL RESEARCH LABORATORY.

This position has a full performance level of NO-V (GS-15 equivalent) and will be filled at the NO-III/IV/V (GS-11/12/13/14/15) equivalent) level depending on the qualifications of the successful applicant.

NO-03 Level:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-05/10) or pay band (NO-02) in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Rendering legal advice in matters concerning standard of conduct, freedom of information, privacy rights, non-appropriate fund activities, and litigation; (2) Applying overall rules, regulation, laws, and policies; (3) Organizing and conducting studies of legal problems; and (4) Assisting senior office attorneys.

NO-04 Level:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-11/12) or pay band (NO-03) in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Coordinating in matters related to acquisition, custody, management, transportation, taxation, and disposition of property; (2) Applying and reviewing all laws, policies, rules, and regulations; (3) Representing the organization at meetings, negotiations, and hearings; and (4) Awarding, amending, administering, and terminating contracts.

NO-05 Level:
Your resume must also demonstrate at least one year of specialized experience at or equivalent to the next lower grade level (GS-13) or pay band (NO-04) in the Federal service or equivalent experience in the private or public sector performing most or all of the following duties: (1) Practicing primarily in federal acquisition law, defend procurement decisions that are protested; (2) Advising on federal technology transfer law including Cooperative Research and Development Agreements (CRADA), Work for Non-Federal Entities agreements executed under 10 USC 2539b, and other partnering instruments, as well as export control reviews; (3) Advising on information disclosure, fiscal law, and ethics/standards of conduct; (4) Executing overall organizational policy and rendering legal advice; and (5) Organizing and conducting studies of legal problems that surface in the procurement process.

Education

The following can be substituted in order to meet the minimum qualification requirements for the NO-03 Level of this position:

Ph.D. or equivalent doctoral degree
or
3 full years of progressively higher level graduate education leading to such a degree
or
LL.M., if related
or
a combination of graduate education and experience totaling 100%.

Additional information
