Duties

  • Leads the Office for Civil Rights, Diversity and Inclusion, administering, planning, directing, and assuring policies, guidance, and staff resources are provided to ensure a world-class EEO and DEIA program.
  • Uses expert knowledge of diversity, equity, inclusion, accessibility (DEIA) research, theory, and practice in developing the Agency's EEO, DEIA, and reasonable accommodation strategy and services.
  • Supports activities that promote EEO, DEIA, and reasonable accommodation for the EEOC's Headquarters and Field Offices.
  • Develops, monitors, and evaluates metrics to help measure and gauge the success of EEO, DEIA, and reasonable accommodation program initiatives across the Agency.
  • Oversees the Investigations and Compliance Division in supporting and managing the Agency's internal civil rights and EEO investigations and compliance programs.
  • Oversees the DEIA Division in supporting and developing programs and training that bolsters the Agency's ability to advance DEIA in the workplace.
  • Coordinates with the EEOC's Office of General Counsel, the Office of Legal Counsel and the Office of Federal Operations to support activities including policies and programs related to cases, complaints, reasonable accommodation and DEIA.

Qualifications

As a basic requirement for entry into the SES, you must provide evidence of progressively responsible leadership experience that is indicative of senior executive level management capability; and that is directly related to the skills and abilities outlined under the Executive Core Qualifications (ECQs) and the Technical Qualifications (TQs) listed under "How You Will Be Evaluated." Typically, experience of this nature will have been gained at or above the GS-14/15 grade level in the Federal service or its equivalent with state or local government, the private sector, or non-governmental organizations.

To meet the minimum qualifications for this position, you must possess all of the mandatory Executive Core Qualifications and Technical Qualifications listed below. These qualifications would typically be acquired through education, experience, and training which reflect progressive development and achievement in managing a comprehensive program in a complex organization. An individual's total experience and education must demonstrate the ability to perform the duties of the position. Applicants must meet all of the qualification requirements by the closing date of this announcement.

Senior Executive Core Qualifications:

ECQ3 - Results Driven: The ability to meet organizational goals and customer expectations. Inherent to this ECQ is the ability to make decisions that produce high-quality results by applying technical knowledge, analyzing problems, and calculating risk. Leadership Competencies: Accountability, Customer Service, Decisiveness, Entrepreneurship, Problem Solving and Technical Creditability.

ECQ4 - Business Acumen: The ability to manage human, financial and information resources strategically. Leadership Competencies: Financial Management, Technology Management and Human Capital Management.

ECQ5 - Building Coalitions: The ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals. Leadership Competencies: Influencing/Negotiating, Oral Communication, Partnering and Political Savvy.

NOTE: Responses to ECQs must not exceed 10 pages typed in 12-point font.

Technical Qualifications (TQ): In addition, all applicants must submit a written narrative response to the following TQ(s). Please give examples and explain how often you used your skills, the complexity of the knowledge possessed, the level of people you interacted with, the sensitivity of the issues you handled managing a large public or private sector organization that administers complex, rules-based benefits or services, etc.

1. Demonstrated experience overseeing, managing, and developing DEIA initiatives, analyzing policies and workforce data, and providing expert guidance on DEIA related management priorities, strategic plans, and policies for a large organization or agency within either the public or private sectors.

2. Demonstrated expert knowledge, interpretation, and application of Federal Laws and regulations pertaining to reasonable accommodation and DEIA which includes communicating and presenting complex information on DEIA related matters to individuals from all levels within a large organization or agency within either the public or private sectors.

3. Demonstrated experience establishing partnerships with internal and external stakeholders to specifically identify and eliminate barriers that may impede advancing equity, civil rights, racial justice, and equal employment opportunity within underserved communities across the Federal government.

4.Extensive knowledge of current laws, regulations and procedures related to administrative equal employment opportunity complaints in the public sector, including under Section 717 of Title VII, Section 15 of the ADEA and Section 501 of the Rehabilitation Act of 1973, and knowledge necessary to interpret the laws, analyze facts and to render legally sufficient and defensible final agency decisions in cases.

5. Extensive knowledge and experience implementing policies promoting the effective, efficient, expeditious and consistent processing of complaints and compliance monitoring, including but not limited to the preparation and review of proposed decisions relating to the substantive rights and obligations of parties.
