Duties

  • Applies statutory and policy procurement-related requirements; supports attainment of government socio-economic objectives.
  • Conducts market research; acquisition planning, cost and price analysis; performs solicitation and selection of sources.
  • Prepares, negotiates, and awards contracts through various methods.
  • Develops alternatives to produce best value supplies and services, as well as manage all aspects of the lifecycle of a contract or other vehicle (e.g., orders, basic ordering agreements, etc.)
  • Administers long-term, complex contracts and assistance awards for procurements of extensive, highly specialized new or innovative research, and related materials and services affecting major agency programs.
  • Accomplishes the conceptualization, initiation, design, development, test, contracting, production, deployment, logistical support, modification, and disposal of weapons on other systems, supplies, or services to satisfy DoD needs.

  • Appointment may be subject to a suitability or fitness determination, as determined by a completed background investigation.
  • The employee must obtain and maintain a Secret security clearance for the duration of employment.
  • This position is designated for drug testing and is subject to urinalysis testing prior to appointment and you will be subject to random urinalysis testing during employment.
  • This position requires pre-employment financial disclosure and annually thereafter in accordance with DoD Directive 5500-7-R.
  • This position is covered under the Defense Acquisition Workforce Improvement Act (DAWIA). Selectee must obtain their certification in Contracting within 24 months of entering into this position.
  • The employee may be required to work overtime.


Qualifications

This is a Direct Hire Authority (DHA) solicitation utilizing the DHA for AcqDemo Business and Technical Management to recruit and appoint qualified candidates to positions in the competitive service.

In order to qualify, you must meet the education and experience requirements described below. Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; spiritual; community; student; social). You will receive credit for all qualifying experience, including volunteer experience. Your resume must clearly describe your relevant experience; if qualifying based on education, your transcripts will be required as part of your application. Education Requirements:
A Bachelor's degree (or higher degree) from an accredited educational institution authorized to grant baccalaureate degrees with a major in any field.
OR
Exemption: You are exempt from the education requirements above if (A) you are a current civilian employee in DoD who occupied GS-1102 positions or contracting positions with authority to award or administer contracts above the simplified acquisition threshold in an Executive Department on or before September 30, 2000; OR (B) you are a current military member who occupied a similar occupational specialty to the GS (or equivalent)-1102 on or before September 30, 2000.
In addition to meeting the basic requirement above, to qualify for this position you must also meet the qualification requirements listed below:

Specialized Experience Requirements: In addition to the Basic Requirements for this position, your resume must also demonstrate at least one year of specialized 1102 experience equivalent to the next lower pay band, NH-02 (GS-11 Equivalent), in the Federal service. Examples of qualifying experience may include: 1) performing both pre-award and post-award functions on selected actions; 2) coordinating the day-to-day functions pertaining to the award of new contracts (such as acquisition planning, price/cost analysis, negotiation, coordination, closeout); and 3) reviewing proposals and/or contractors for compliance.

Some federal jobs allow you to substitute your education for the required experience in order to qualify. For this job, you must meet the qualification requirement using experience alone--no substitution of education for experience is permitted.
