OCHCO is responsible for the Department's human capital program, which includes human resources policy, systems, and programs for strategic workforce planning; recruitment and hiring; pay and leave; performance management; employee development; executive resources; labor relations; work-life; and safety and health. OCHCO's work is critical to supporting and enabling the Secretary's workforce strategy to build an effective, mission-focused, diverse, and inspiring cadre of leaders; recruit a highly qualified and diverse workforce; retain an engaged workforce; and solidify a unified DHS culture of mission performance, adaptability, accountability, and results.

As a Correspondence Analyst in OCHCO, your typical work assignments will include the following:
  • Reviewing and prioritizing incoming correspondence for the OCHCO Chief of Staff.
  • Using an in-depth knowledge of the work of the office to determine what correspondence should be routed to what program offices.
  • Composing responses to general inquiries.
  • Serving as the contact person and/or liaison between assigned departmental offices.
  • Participating with departmental office directors and high level officials, subject-matter experts and staff members, to discuss the status of correspondence, outstanding controlled items and pending projects.
  • Utilizing computer systems to log incoming correspondence and assigning appropriate due dates.
  • Offering suggestions for efficiencies and improvements to standard procedures and processes.

  • Must be a current permanent Federal employee
  • Must have supervisory approval to apply to the Joint Duty Assignment. DHS 250-2 Application Form under "required documents" section.
  • Must NOT have any pending/outstanding disciplinary actions
  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*
  • The program does not apply to members of the Military service or contractors.


Qualifications

Qualifications required:

Experience with researching, gathering, developing, and checking the accuracy of information from a wide range of sources regarding policy objectives; preparing and coordinating the scheduling and preparation of briefing material for appointments and conferences; writing, editing, and preparing correspondence, briefing materials and other documents on a wide variety of policy related issues; providing advice and assistance to management regarding the preparation of written materials for various projects; and determining the organization of presentations or final documents and edits the information for clarity and accuracy.

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
