Minimum Qualifications:

Education
  • Bachelor's Degree in Human Resources, Business Administration, or other applicable field.

Experience
  • Five (5) years of progressively responsible experience in human resources to include employee relations program management, HR counseling, and/or dispute resolution.
  • Experience working in a unionized environment.

SUMMARY:

The Senior Employee Relations Officer delivers strategic and professional Employee Relations and Workplace Violence technical/policy support, project and compliance program management. The incumbent, in conducting investigations of both routine and complex situations, addresses highly sensitive and confidential matters on a consistent basis. The incumbent provides guidance, counsel, coaching and training as proactive measures to minimize repetitive concerns and issues.

ESSENTIAL FUNCTIONS
  • Conducts comprehensive investigations of varied workplace complaints and allegations; counsels employees and management regarding alleged acts of misconduct, workplace violence, poor performance, disclosure and disposition of arrests/convictions, etc.
  • Makes determinations regarding the validity of complaints and prepares reports with defensible outcomes;
  • Partners with employees and management to provide resolution, including developing and promoting effective training programs/modules (i.e., Civility In The Workplace, Conflict Resolution, etc.)
  • Works with management to ensure disciplinary and performance action plans are appropriately developed and communicated. Reviews all disciplinary actions and written communications, to include suspensions, demotions, and terminations.
  • Partners with all HR offices, the Office of Labor (LABR), the Office of Equal Employee Opportunity (OEEO), the Office of General Counsel (COUN) and the Office of the Investigator General (OIG) administering appropriate investigative processes and recommending and coordinating disciplinary processes to ensure consistency and equitable treatment of all employees.
  • Maintains metrics of Office of Employee Relations (ER) activity, to include investigations, consultations, and exit interviews and analyzes trends by department and Authority to proactively address potential issues/areas of concern.
  • Responds to complex inquiries regarding policies and procedures; develops and implements processes and best practices which effectively address WMATA-wide business goals.
