The selected candidate will understand the integration of the aforementioned areas and provide subject matter expertise towards the development of IT Governance and IT Portfolio Management capabilities.Our IT Governance and Investment Management subdivision is specifically engaged in reforming how the agency invests in information technology (IT), governs IT investment management decisions, and allocates IT financial resources.Our services for this client traverse a broad range of disciplines that include budget formulation, budget execution, governance implementation/management, ServiceNow implementation, organization change management, and IT policy development.For example, we are currently implementing and managing planning, programming, budgeting, and execution (PPBE) processes for IT budgets.We work with IT and financial management stakeholders to execute the IT Budget within compliance and with accuracy and timeliness.In support of strategic decision-making, our team is implementing an IT governance process that enables effective and prioritized use of IT resources and funding. To support this process, we currently facilitate and manage strategic and technical review board events. To ensure organizational change and standardization we develop guidance, policy, and standard operating procedures that assist the Agency's community in engaging with investment management and governance processes.Essential Job Responsibilities Enable the Agency to maintain a portfolio that aligns programs, projects and operations with IT and Agency strategy. Play a key role in the implementation of a project portfolio management module (ServiceNow) to support portfolio analysis, demand management (pipeline management), resource allocation, budget formulation, cost modeling, and program execution and reporting. Develop and maintain investment management processes for a DoD agency IT portfolio. Develop Visio diagrams and workflows that demonstrate the progression of an IT concept, the management of portfolio components, and the alignment of portfolio components to DoD portfolio databases and web portals. Work with the IT Policy Manager to document role-based procedures that will facilitate standardization and, when implemented, result in consistent stakeholder behavior. Assist in developing, securing buy-in, and facilitating investment scoring models and criteria so that an IT portfolio can be easily prioritized and ranked. Facilitate the control and evaluation process to monitor IT investment health and overall performance.Review cost, schedule, scope, quality, and overall risks for significant portfolio variances and assist in the development of corrective action plans. Collaborate with business partners on problem identification, solution development, and alternative analysis.Facilitate the development of presentation materials and ancillary persuasive communication that will allow agency investment governance review boards to understand the proposed solution, analyze courses of action (COAs) and make decisions on its viability. Assist in facilitating internal stakeholders through an agency intake process for potential IT projects.Facilitate the process of business case development and analysis.Assist project managers in updating cost-benefit analysis (CBA) and analysis of alternatives (AoA). Support an IT portfolio's alignment with investment data from authoritative data sources such as Defense Information Technology Portfolio Repository (DITPR), Select and Native Programming Data Input Systems for Information Technology (SNaP-IT), Integrated Business Framework - Data Alignment Portal (IBF-DAP), and Defense Information Technology Investment Portal (DITIP). Collaborate with EA to maintain compliance of defense business systems (DBS) with applicable laws, regulations, policies (LRP). Summarize evaluation performance results for senior management to make decisions about system assets. Develop executive level governance board content and assist in developing board review packages. Assist in determining education needs of stakeholders and facilitate training. Perform additional duties as required. Minimum Qualifications 9 years relevant experience with Bachelors in related field; 7 years relevant experience with Masters in related field; 4 years relevant experience with PhD or Juris Doctorate in related field; or High School Diploma or equivalent and 13 years relevant experience. 5+ years of combined IT portfolio management, IT governance, and IT investment management experience within a federal government environment. Competency in the following MS Office Suite tools: Word, PowerPoint, Outlook, and Excel.
