WHY THE JOB EXISTS Position serves to support and assist Walter Reed National Military Medical Center facility management operations and construction projects. Proactively addresses issues associated with current practices and processes for facility and construction programs. The work will support the planning, coordination, and support in scheduling activities concerned with the construction and maintenance of structures, facilities, and systems. The work involves participation in the conceptual development of construction projects and support in its organization, scheduling, and implementation. Work Location: Walter Reed National Military Medical Center, Bethesda, MD. One position is available. PRIMARY DUTIES Work involves a variety of the following duties: Work with Contractor and Naval Facilities Engineering Command to schedule the project in logical steps and budget time required to meet deadlines. Inspect and review projects to monitor compliance with building and safety codes, and other regulations. Interpret and explain plans and contract terms to customers, administrative staff, workers, and clients, representing the Medical Centers Facilities Management Department. Support in the review contracts and support Naval Facilities Engineering Command to negotiate revisions, changes and additions to contractual agreements with architects, consultants, clients, suppliers and subcontractors. Review necessary permits and licenses for compliance with regulations, codes, and navy guidance. Provide advice and coordinate with Government engineering technicians. Study job specifications to determine appropriate construction methods. Team with NAVFAC Washington Engineers to select, contract, and oversee workers who complete specific pieces of the project, such as electrical, mechanical, painting or plumbing. Support in the preparation of budget estimates and progress and cost tracking reports. Partner with NAVFAC Washington Engineers to develop and implement quality control programs. Take actions to coordinate impacts with NAVFAC Washington and customers resulting from delays, bad weather, or emergencies at construction site. Confer with supervisory personnel, owners, contractors, and design professionals to discuss and resolve matters such as work procedures, complaints, and construction problems. Plan, organize, and support in the coordination of activities concerned with the construction and maintenance of structures, facilities, and systems. Team with NAVFAC Washington to investigate damage, accidents, or delays at construction sites, to ensure that proper procedures are being carried out. Evaluate construction methods and determine the appropriateness of cost-effectiveness of plans, using computers. KNOWLEDGE, EXPERIENCE AND SKILL REQUIREMENTS Ten years of work experience specifically involving construction project management, of which 3-5 years have been in a Health Care setting. Knowledge of business and management principles involved in planning, resource allocation, human resources, leadership, production methods, and coordination of people and resources. Knowledge of the practical application of architectural science and technology. This includes applying principles, techniques, procedures, and equipment to design and construct facilities and building systems. Knowledge of economic and accounting principles and practices, and the analysis and reporting of financial data. Knowledge of materials, methods, and the tools involved in the construction or repair of facilities. Skill to use logic and reasoning to identify the strengths and weaknesses of alternative solutions, conclusions or approaches to solve problems. Ability to bring others together to reconcile differences. Knowledge of principles and processes to provide customer services. Skill in reading blueprints and schematics. Record keeping skills. Working knowledge of computer.
