Position Overview: Incredible opportunity to be at the forefront of digital transformation with Avantus at the Department of Transportation's Office of Applications and Digital Solutions. As they look to modernize and expand their cloud strategy, we need experienced PMs to help lead DOT's Agile application modernization and transformation efforts. DOT is targeting multiple systems for modernization and migration to the cloud, including the Aviation Decision Data System (ADDS), Consumer Complaints Application (CCA), Case Tracking System (CTS), Legislative Implementation Plan (LIP), FOIAXpress, and Grants Notification System (GNS). Responsibilities: Assisting in the analysis, selection, design, development, and implementation of software applications.Advising and assisting agency stakeholders, contractors, and vendors in planning, designing, developing and implementing project plans to deliver IT solutions.Supporting customers throughout execution of IT project plans, activities, and procedures.Lead Agile Methodology and Manifesto discussions and how they relate to agile development.Lead Product Owner and Stakeholder discussions, their roles and responsibility in an Agile-like development environment; perform/organize scrum activities that facilitates the lightweight agile framework with a focus on time-boxed iterations called Sprints.Lead technical discussions and develop Agile epics, stories, and backlogs to include story point estimating, sizing, and decomposition of technical requirements such that notional Sprint Plans can be created.Evaluating, recommending, and supporting program and project implementation including conducting training, communications outreach, and stakeholder education on specific initiatives.Monitoring contractor performance, analyzing project issues and risks, advising on corrective actions. Tracking schedule, scope, cost, and risk. Providing mitigation strategies as needed.Creating analysis and materials for all program and project meetings.Maintaining program and project SharePoint sites to support ongoing activities. Conducting lessons learned sessions with program and project stakeholders.Planning, developing, implementing, and managing communication strategies, plans, products, tools, and services.Conducting research and analysis to determine best methods for communication with customers and stakeholders.Authoring relevant DOT technology and PMO artifacts for internal distribution. Providing graphics and content support for OCIO reports and customer-facing materials.Provide solutions training, education, and program/project outreach to stakeholders.Editing, researching, and tracking project communications including providing and collecting feedback and tracking approvals.Scheduling program and project events, developing associated agendas and coordinating required follow-up activities. Required Qualifications: Project Management Professional or Certified Scrum Master Certification requiredMinimum of 10 years of experience managing IT projectsExperience with scrums, sprint planning, user story development, Agile estimation, and backlog managementThe status of applicable COVID-19 vaccination requirements under Executive Order 14042 are subject to change depending on applicable court orders and the course of ongoing litigation.
