Job Description Salary: The primary role will be in support of the day-to-day operations and trouble-shooting issues within the middleware application. Requires extensive knowledge of federal government human resource and payroll data. Responsibilities includes gathering requirements for change that will be developed by the application development team. The Functional Analyst will be a liaison between the business and the development group. Duties: Collaborates with business counterparts to analyze business requests and identify appropriate technology solutions. Define solutions and collaborates with development team to develop and test solutions. Solves complex problems; takes a new perspective using existing solutions. As a subject matter expert works alongside technical team to troubleshoot report, interface, and API issues. Review new customer intake forms and assists customers by providing fact-based assessments to determine which human resource and payroll data elements are required to solve their specific business needs. Proactively identifies areas of improvement throughout each business process used by the application. Works independently; receives minimal guidance. Education, Experience and Clearance: Bachelors degree in Computer Science, Computer Information Systems, Accounting Information System, or engineering or technically related field, preferred 10 years of experience Ability to obtain a VA Position of Public Trust Medium Background Investigation (MBI) Must be fully vaccinated at the time of hire. Requirements: Required Ability to understand the system landscape, to identify gaps between current and desired end-states and deliver solutions. Extensive experience with federal government human resource and payroll data and processing. Experience writing Software Requirements Specifications Ability to quickly decide on alternate solutions to keep projects on schedule. Excellent analytical, verbal, and written communication skills. A minimum of ten years of information technology experience. Preferred Experience with the VA HR source system (HR Smart, a PeopleSoft-based application) or the VA payroll source system (Defense Civilian Pay System (DCPS)). Desired Experience with VA-specific IT, HR, or Payroll policies and procedures. Experience with Z/OS Mainframe: TSO/ISPF, JCL, COBOL, VSAM. Experience with Oracle Database Experience with PL/SQL and/or Java. Experience creating and modifying VISIO diagrams
