Duties

This announcement provides the opportunity for an Assistant Inspector General (AIG) position located in Arlington, VA. The successful candidate will serve as the AIG for Mission Support over Facilities, Human Resources, Contracting and Budget & Accounting. The AIG serves as the principal senior executive in the Office of Inspector General responsible for long-range planning and integration of key processes and services that support of the agency's mission. Candidates will be evaluated on the skills that they possess that are directly related to the duties of the position and the experience, education and training that indicate the applicant's ability to acquire the particular knowledge and skills needed to perform the duties of the position. The USPS OIG uses a Pay Banding system, which is equivalent to the Federal GS scale. Grade and salary determinations will be made based upon a candidate's education and professional experience.

This position is being advertised at the Inspector General Executive Service (IGES) Band level, equivalent to a Senior Executive Service (SES). The salary range for this position is $135,468.00 - $203,700.00.

Responsibilities include:
  • Leading a diverse team of professionals in guiding the OIG with innovative approaches and best practices
  • Overseeing all aspects of planning and executing budgeting, accounting and investments
  • Overseeing all aspects of facilities and asset management, including physical and personnel security within OIG facilities
  • Overseeing all aspects of Human Resources functions
  • Setting and measuring expectations for all subordinate directorates (HR, Contracting, Budget/Accounting and Facilities)
  • Serving as a member of the OIG senior executive management team, working with other senior managers to plan and coordinate OIG activities
  • Coordinating with internal and external stakeholders to ensure effective and efficient procurement and use of resources and delivery of quality services in meeting the OIG's mission

  • Must be able to obtain and maintain Top Secret security clearance
  • Must be able to obtain and maintain a government-issued credit card
  • May be required to successfully complete a 12-month probationary period


Qualifications

MINIMUM QUALIFICATIONS

You must meet ALL of the minimum qualifications listed below.
  • Bachelor's Degree from an accredited college or university

AND
  • Must have at least eight (8) years of managerial and/or specialized experience in areas of the Mission Support function, encompassing Human Resources, Contracting, Facilities, and Budget and Accounting Services, with at least five (5) years of senior management-level experience.


DESIRABLE QUALIFICATIONS
  • Degree in business, accounting, law, engineering, HR management or related fields

EVALUATION FACTORS
You must have the experience, knowledge and skills as listed in EACH of the evaluation factors. Failure to demonstrate that you meet all of the evaluation factor requirements as listed below will result in a score of zero (0); an ineligible status, and you will not be referred for further consideration. Include your major accomplishments relevant to the position requirements in your resume.
  • Demonstrated experience leading a high functioning professional staff.
  • Demonstrated experience providing high-level customer service across a large organization.
  • Ability to provide professional and technical guidance on support (HR, Contracting, Facilities and Budget and Accounting) programs, policies, and procedures.
  • Demonstrated ability to communicate effectively, both orally and in writing, with all levels of an organization and external stakeholders in a clear, concise and logical manner.
  • Ability to lead large-scale, complex, and highly visible projects with substantial organizational impact.
  • Ability to establish partnerships, build buy-in, and nurture relationships with internal and external stakeholders.
  • Ability to oversee process improvement efforts and enhancements for assigned directorates.

You will no longer be considered for this position if you receive a zero (0) rating on any evaluation factor.

Failure to demonstrate that you meet all evaluation factor requirements will result in a score of zero (0). Upon receipt of a zero score, you will be deemed "not minimally qualified," and you will not be referred for further consideration.
