Duties

  • Conduct administrative and clerical process studies to identify and analyze organizational issues, problems, or situations with proposed solutions.
  • Use different processes and methods to perform comprehensive analysis to gather information and make recommendations to leadership.
  • Perform technical automated functions to access personnel data and run data needed to produce reports for analysis for leadership and other staff members.
  • Maintain a working relationship with staff members and officials of a unit to foster teamwork.
  • Present and/or discuss a range of subjects on changes in support services to implement approved policies and/or directives.

  • Establish and maintain a cooperative work relationship with the staff to provide or obtain information and/or services

Qualifications

Qualification requirements in this vacancy announcement are based on the U.S. Office of Personnel Management (OPM) Qualification Standards Handbook, which contains federal qualifications available on the OPM's website located at: https//www.opm.gov/policy-data-oversight/classification-qualifications/general-schedule-qualification-standards/ .

Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (e.g., Peace Corps, Americorps) and other organizations (e.g., professional, spiritual, community, student, social). Volunteer work helps build critical competencies, knowledge and skills and can provide valuable training and experience that translates directly to paid for all qualifying experience, including volunteer experience.

SPECIALIZED EXPERIENCE: Applicants must possess one year of specialized experience equivalent in difficulty and responsibility to the next lower grade level in the Federal Service. Specialized experience is experience that has equipped the applicant with the particular competencies/knowledge, skills and abilities to successfully perform the duties of the position. This experience need not have been in the federal government.

For the GS-09 level:

To qualify for the GS-09 grade level you must have one full year of specialized experience. You must possess 52 weeks of specialized experience at a level of difficulty and responsibility equivalent to the GS-07. For this position, specialized experience is performing administrative and/or analytical duties on matters related to policies and procedures to assist higher level management in decision making.

OR

EDUCATION: Master's or equivalent graduate degree, or 2 full years of progressively higher level graduate education leading to such a degree, or LL.B. or J.D., if related

OR

COMBINATION: Equivalent combinations of education and experience.

Additional information

Background Investigation: This position is designated as Non-sensitive/Low Risk and requires that a background investigation be conducted and favorably adjudicated in order to establish security eligibility.

Please note this position is being filled under the American Rescue Plan Act (ARPA). Employees will be hired under ARPA's Hiring Authority as a Schedule A employee under the Excepted Service for a period not-to-exceed two (2) years.
