SUITABILITY, CLEARANCE & REQUIREMENTS: A background investigation will be required for all new hires. Appointment will be subject to the applicant's successful completion of a background investigation and favorable adjudication. Failure to successfully meet these requirements will be grounds for disqualification in the hiring process. The background investigation process conducted by the Bureau of Engraving and Printing is very thorough. Therefore it is imperative that applicants exercise candor and honesty when answering background questionnaires, especially as it relates to arrest, employment, education, finances, illegal drug use, and/or other criminal history. Falsification discovered in security documents or during the background investigation process may result in an immediate negative suitability determination or immediate revocation of your interim clearance (if applicable).
Qualifications
You must meet the following requirements by the closing date of this announcement.
Specialized Experience: For the GS-12, you must have one year of specialized experience at a level of difficulty and responsibility equivalent to the GS-11 grade level in the Federal service.
Specialized Experience for this position includes:
- Development of policies and procedural instructions for automated accounting or financial management systems; AND
- Maintaining, analyzing, and reconciling accounting data using automated accounting systems;
AND
- Performing reviews and determining compliance with existing rules and regulations.
OR
You may qualify by a combination of experience and education. Options for qualifying based on a combination will be identified in the online questions
-Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge.

Basic Requirements
A. Degree: accounting; or a degree in a related field such as business administration, finance, or public administration that included or was supplemented by 24 semester hours in accounting. The 24 hours may include up to 6 hours of credit in business law. (The term "accounting" means "accounting and/or auditing" in this standard. Similarly, "accountant" should be interpreted, generally, as "accountant and/or auditor.")

B. Combination of education and experience: at least 4 years of experience in accounting, or an equivalent combination of accounting experience, college-level education, and training that provided professional accounting knowledge. The applicant's background must also include one of the following:
1. Twenty-four semester hours in accounting or auditing courses of appropriate type and quality. This can include up to 6 hours of business law.
2. A certificate as Certified Public Accountant or a Certified Internal Auditor, obtained through written examination; or
3. Completion of the requirements for a degree that included substantial course work in accounting or auditing, e.g., 15 semester hours, but that does not fully satisfy the 24-semester-hour requirement of paragraph A, provided that (a) the applicant has successfully worked at the full-performance level in accounting, auditing, or a related field, e.g., valuation engineering or financial institution examining; (b) a panel of at least two higher level professional accountants or auditors has determined that the applicant has demonstrated a good knowledge of accounting and of related and underlying fields that equals in breadth, depth, currency, and level of advancement that which is normally associated with successful completion of the 4-year course of study described in paragraph A; and (c) except for literal nonconformance to the requirement of 24 semester hours in accounting, the applicant's education, training, and experience fully meet the specified requirements.
The education generally must be from an accredited (or pre-accredited) college or university recognized by the U.S. Department of Education. If you are qualifying based on foreign education, you must submit proof of creditability of education as evaluated by a credentialing agency. Refer to the OPM instructions .

As an ACCOUNTANT (SYSTEMS), you will:
- Review and document existing accounting systems; assesses the adequacy and efficiency of the systems and component subsystems in light of present and anticipated informational demands; evaluate the compatibility of the systems with proposed computer applications; and identify the need for refinement, modification or redesign
- Establish and document user requirements (present procedures and operating methods); develop procedures and guidelines for collecting information and evaluate the results for consistency, validity and appropriateness: chart workflow and sequence of major processes: identify revisions to work processes and establish adequate controls as systems are developed to automate the work; identify and coordinate similar user requirements in order to satisfy needs from a common data base.
- Coordinate the development of plans to automate from the initial stages of design until the system is fully implemented and operating; establish logical interfacing schedules; ensure that the system is compatible with the overall requirements and monitor the system to ensure user satisfaction. In conjunction with ADP personnel, develop and maintain systems conversion efforts, time spans for tasks and realistic target dates for completion of all tasks and the overall system
- Based on an extensive knowledge of accounting systems and organizational goals, work with 01S personnel in developing short and long-range plans for the integration of computerization into financial systems
- Use statistical and accounting techniques to produce cost-benefit analysis related to the assigned project, including potential impact on personnel which will have an influence on management's decision in establishing priorities in computerization of the financial system.
