Duties

The ideal candidate will be responsible for managing contracting/procurement and/or travel and may have involvement in strategic planning, space planning and facilities functions, and continuity of operations and emergency preparedness. Will serve as a supervisor to staff and take a leadership role within the section. Will be responsible for daily operations of the unit including managing workload and ensuring appropriate tracking and documentation. Will be responsible for developing and implementing policies and procedures, and ensuring all policies and procedures are followed. Will act as an authority on various subject areas and as a resource for staff. Will work at a highly independent level based on broad guidance while exercising considerable judgement. Will serve as liaison and handle communication with persons and/or groups within and outside of CRS.

CRS works exclusively for the United States Congress, providing policy and legal analysis to committees and Members of both the House and Senate, regardless of party affiliation. As a legislative branch agency within the Library of Congress, CRS has been a valued and respected resource on Capitol Hill for more than a century.

CRS is well known for analysis that is authoritative, confidential, objective, and nonpartisan. Its highest priority is to ensure that Congress has immediate access to the nation's best thinking on public policy issues of interest to its Members and Committees.

Supervisory Program Specialist duties include:

Establishes goals, priorities, and performance targets for programs and operations in accordance with overall Library of Congress and CRS strategic and annual goals and priorities.

Works with the Library to facilitate CRS input into the Library's Strategic and Implementation Plans.

Serves as a primary liaison for CRS with the Library-wide support office associated with the applicable functional area, and interacts with the office to resolve potential issues.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a supervisory, non-bargaining unit position.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

  • Knowledge of relevant laws and regulations governing support services program**

Additional information

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
