As a PROGRAM ANALYST (Data Analyst) you will be responsible for the following duties:
  • Supports a wide variety of functions required in evaluating data, such as: building analysis and report data, capturing statistical information; creating, reporting and presenting survey and statistical results to management, evaluating operational business procedures to recommend and inform decisions and performing other specialized operations analyses in support of the CDSE mission.
  • Leads and advises management or senior leadership on ways that data can be utilized to make data-informed or data-driven decision-making.Plans for and provides data analyses for CDSE staff to satisfy internal and external reporting requirements. Develops, interprets, analyzes data extracts and reports from CDSE or agency systems and databases, and develops the most efficient and effective automated approaches for preparing/presenting reports, charts, tables and graphs to support and satisfy management reporting requirements.
  • Keeps management advised of significant statistical changes, emerging trends, anomalies and other matters requiring top management attention.
  • Assist management, senior executives and stakeholders in the development of performance measures to improve organizational or system effectiveness.
  • Maintains thorough knowledge and understanding of DOD mission requirements related to security education, training, and certification programs.
  • Utilizes a diverse range of statistical, mathematical standards, computer programming, operations research, actuarial theories, principles and practices, concepts, laws and diagnostic methods and techniques, to quantify performance in the discovery, interpretation, and communication of meaningful patterns in data collection to address substantive and technical issues or problems characterized by complex, controversial, and/or sensitive matters that contain several inter-related issues.

Applicant must have directly applicable experience that demonstrates the possession of the knowledge, skills, abilities and competencies necessary for immediate success in the position. Qualifying experience may have been acquired in any public or private sector job, but will clearly demonstrate past experience in the application of the particular competencies/knowledge, skills and abilities necessary to successfully perform the duties of the position.

You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GS/GG 12 in the Federal service and are prepared to take on greater responsibility.

Generally, this would include one year or more of such specialized experience.

Specialized experience for this position includes:
  • Business domain, data/content and process understanding;
  • Conduct rigorous studies and analyses;
  • Analyze portfolio, program, and project needs;
  • Common data and information architecture frameworks, data modeling and information classification expertise;
  • Problem analysis, structured analysis and design, and programming techniques.

DCSA, as a newly designated Defense Agency is undergoing a multi-year transformation that includes a significant expansion of predecessor agencies' authorities and responsibilities. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects. The new organization will be comprised of nearly 13,000 government and contractor personnel operation throughout the United States and overseas supporting stakeholders across the federal government.
