Duties

This Senior Executive Service position is located in the Office of Chemical Safety and Pollution Prevention (OCSPP), Office of Pollution Prevention and Toxics (OPPT), Existing Chemicals Risk Management Division (ECRMD). OPPT must evaluate risks of chemicals and require and promote risk reduction and responsible risk management practices through the life cycle of these chemicals; promote pollution prevention activities and the design, development, and application of safer chemical processes and technologies in the industrial sector; and provide the public with information about releases of toxic chemicals in their communities to improve chemical safety and protect public health and the environment.

ECRMD, under the supervision of the Director, is responsible for addressing several mandates for existing chemicals (those already in commerce), while continuing to address harmful legacy chemicals that remain in the environment. For example, OPPT is responsible for the implementation of the Toxic Substances Control Act (TSCA), amended in 2016, under which ECRMD uses a suite of regulatory tools to conduct chemical risk management activities.

As ECRMD's Director, you will provide leadership and direction for all Division activities involving:
  • Developing division strategies, defining major program objectives, estimating required resource levels, reviewing and evaluating ongoing program activities, and assessing outputs produced.
  • Leading the Division in supporting various TSCA implementation activities by using regulatory tools available in Sections 5 (significant new use rules), 6 (regulating chemicals substances), and 8 (reporting/recordkeeping) related to existing chemicals.
  • Providing chemical use and economic analysis support to the existing chemicals program as well as similar support to other parts of the Office.
  • Serving as the Division's liaison with the other major offices of the Agency on all subject areas within the purview of the Division.
  • Exercising supervisory personnel management responsibilities over Division members.

Federal agencies may request information regarding the vaccination status of selected applicants for the purposes of implementing other workplace safety protocols, such as protocols related to masking, physical distancing, testing, travel, and quarantine.

The Ethics in Government Act, P.L. 95-521, requires the applicant selected for this position to submit a financial disclosure statement, OGE-278, prior to assuming the SES position, annually, and upon termination of employment.

This position is designated as High Risk and requires a background investigation. Unless an appropriate background investigation is already on record with the Office of Personnel Management, you must undergo a background investigation. All conditions of the pre-employment security process must be met before an official letter of employment can be issued with a report for duty date.

Qualifications

The work of this position is classified in the Program Management, 0340 series where the qualifications include both general management skills and characteristics that are applicable to all SES positions and technical or program responsibilities specific to this position. Applicants must have substantive general experience which provides a good basic or general knowledge of the principles of organization, management and administration; and substantive specialized (operating administrative or managerial) experience in a type of work or a combination of functions directly related to this position.

All applicants must have one year of specialized experience at a level close to the work of this job that demonstrates the particular knowledge, skills, and abilities required to successfully perform in this role. Typically this experience can be found in work within this field or a field that is closely related.

As a basic requirement for entry into the Senior Executive Service, applicants must also provide evidence of progressively responsible leadership experience that is indicative of senior level management capability and directly related to the skills and abilities outlined under the Executive Core Qualifications and Technical Qualifications listed below.

ECQ 5 - BUILDING COALITIONS. Involves the ability to build coalitions internally and with other Federal agencies, State and local governments, nonprofit and private sector organizations, foreign governments, or international organizations to achieve common goals.

B. Technical Qualifications (TQs) - Mandatory for all applicants - Failure to address these factors individually will result in your application being disqualified.

TQ 1 - Demonstrated experience in managing and directing a diverse organization consisting of technical staff in various disciplines, as well as staff in generalist occupations, to support regulatory and non-regulatory programs.

TQ 2 - Demonstrated experience in providing leadership and direction for rule development and documents needed to support regulatory programs.
