Duties

As a public outreach officer you will support opportunities for executive leadership to reach new and traditional audiences in order to advance ODNI priorities and build trust with key stakeholders. The ideal candidate has a background in public outreach, event planning, and protocol and is comfortable engaging with executive leaders. You are an excellent communicator, and are constantly learning, partnering with experts, and seeking out new outreach opportunities. You are also a strategic thinker that can deliver tactical results. Finally, you thrive under deadlines, have impeccable attention to detail, and are committed to your own professional development.

Major Duties and Responsibilities:

Plan, develop, and execute a comprehensive ODNI strategic communications plan for an assigned area of responsibility that effectively communicates the ODNI's mission, vision, and goals to a specific set of assigned stakeholders; plan should include, but not be limited to, goals and objectives, situational analysis, key messages, target audiences, and planned communications events, programs, and activities.

Organize public outreach events, primarily for the Director of National Intelligence (DNI), Principal Deputy Director of National Intelligence (PDDNI), and DD/II, and secondarily for other ODNI senior staff.

Manage relationships with host organizations, identifying external relation requirements and coordinating with the appropriate ODNI components on both the planning and execution of events; ensure principals have necessary information to prepare for events.

Maintain the ODNI Speakers Bureau/Events Database and make recommendations for appropriate staff to represent the ODNI at public events.

Arrange for briefings with stakeholder groups such as influential community leaders, academic institutions, public policy organizations, and other concerned constituencies, to provide accurate information on ODNI policies and agendas.

Assess public reaction to, and identify the extent of public understanding of the ODNI, and provide recommendations for improved delivery of key messages to the public.

Manage and synchronize ODNI public outreach activities with internal communications and media relations activities to ensure comprehensive distribution of key information to relevant audiences and stakeholders.

Proactively create and coordinate public information programs focusing on the role and mission of the ODNI.

Plan, execute, and evaluate the effectiveness of information and communication programs in furthering agency goals.

Establish and maintain effective working relationships with key external stakeholders interested in or affected by ODNI programs or policies.

Coordinate public outreach activities among intelligence organizations and other US Government agencies as necessary to ensure key Intelligence Community (IC) messages are consistent and synchronized.

Lead, manage, and direct a professional level staff, evaluate performance, collaborate on goal setting, and provide feedback and guidance regarding personal and professional development opportunities.

Represent ODNI policy, position, and accomplishments by developing, maintaining, and distributing unclassified publications and other materials for public consumption.

Applicants may be considered for this position as a reimbursable detailee, if endorsed by the employing agency. Applicants must have current TS/SCI clearances with polygraph or have the ability to obtain one. The ODNI does not conduct polygraphs or provide security clearances for detailees.

Knowledge, Skills, and Abilities Required:

Extensive knowledge of the ODNI, IC, Congress, and the overall national security apparatus.

Superior ability to design and implement innovative outreach strategies for IC initiatives and programs.

Expert leadership and managerial capabilities, including the ability to effectively direct tasking's, assess and manage performance, and support personal and professional development of all levels of personnel.

Strong leadership capabilities with the experience to effectively communicate organizational vision and to align employee and program performance to the mission.

Demonstrated ability to manage competing priorities under strict deadlines while maintaining a high level of attention to detail; demonstrated ability to work effectively with ODNI's senior leaders in a high profile and demanding office.

Outstanding interpersonal skills and the ability to work effectively, independently, and in a team or collaborative environment.

Excellent oral and written communication skills and demonstrated ability to produce concise products that clearly and logically convey complex information and ideas.

Strong analytical and critical thinking skills, including the ability to think strategically, to identify needs and requirements, and to develop recommendations and solutions.

Comprehensive knowledge of the IC and of the larger national security apparatus.

Supervision Given: Supervise 1 government staff.
