Qualifications
To qualify for pay band 2D applicants must meet the following:
Have at least one year of specialized experience relevant to the position duties and comparable to the MCC Pay Band 3A (GS-15) or an equivalent level which is directly related to the work of this position and which has equipped the applicant with the knowledge, skills, and abilities to perform successfully the duties of the position. For this position, this experience is defined as; leading and implementing activities related to implementation of the Enterprise Risk Management (ERM) components of the Office of Management and Budget's (OMB) A-123 Management's Responsibility for Enterprise Risk Management and Internal Controls ; assessing and applying risk management methodologies in support of the agency's risk management framework; developing tools and resources to implement risk identification, prioritization, mitigation processes and risk appetite in accordance with OMB Circular A-123 and leading industry practices; establishing and maintaining relationships with key internal and external stakeholders, officials, OIG, GAO, and other Federal and non-Federal agencies; representing the agency on intergovernmental work groups and committees as needed; and reviewing, revising and developing reports, policies and dashboards related to ERM. Note: This experience MUST be well documented within your resume or application
Time-in-Grade: Time-in-grade requirements apply. You must have one year of Federal service equivalent to pay band 3A or GS-15 to be eligible for pay band 3A.

Additional information
- Leads and implements all activities related to MCC's implementation of the Enterprise Risk Management (ERM) components of the Office of Management and Budget's (OMB) A-123 Management's Responsibility for Enterprise Risk Management and Internal Controls.
- Serves as technical resource and liaison for the agency's audit portfolio and as administrative coordinator for the division's budget, data management and reporting functions, and providing support on other matters pertaining to audits, reviews, and investigations of MCC's programs, systems and operations.
- Serves as the agency's expert and primary point of contact (POC) for all aspects of ERM and provides support to other division functions including serving as technical resource and liaison for the agency's audit portfolio.
- Collaborates with other divisions and departments, including the Internal Control Program, to ensure that test plans, strategies and documentation are integrated and that risks are reported and managed appropriately.
- Provides support the agency's implementation of the entire suite of OMB A-123 programs. Assesses and applies risk management methodologies in support of the agency's risk management framework.
- Develops the tools and resources to implement all aspects of the agency's risk identification, prioritization, mitigation processes and risk appetite in accordance with OMB Circular A-123 and leading industry practices.
- Serves as an expert in the leading practices of government wide data driven decision making matrices and establishes guidance on the use of cross cutting and enterprise-wide data sharing.
- Performs aggregation and analysis of data sources to establish risk modeling profiles and trend analyses useful to information risk-based decision making.
- Informs and provides expert level guidance and counsel to leadership on the agency's risk management framework through data analytics and dashboarding presentations in support of the agency's data driven decision making matrix.
- Establishes and maintains working relationships with key internal and external stakeholders at MCC officials, OIG, GAO, and other Federal and non-Federal agencies.
- Provides support in maintaining data on all audit-related engagements and recommendations and producing periodic engagement reports for senior management, including dashboards.
- Represents the agency on intergovernmental work groups and committees as needed.
- Performs related duties as assigned.
