Duties

  • Provides program direction and coordination; Establishes operating plans and objectives; sets priorities. Resolves operational and management problems which develop within or among functions or organizational segments; Interprets and provide instructions for new or unusual situations.
  • Coordinates activities of and assisting service educational, state and other screeners of donable property
  • Determine appropriate regulations, policy and procedures pertaining to property donation are observed
  • Actively participates as GSA utilization specialist in conferences with state and Federal officials in the development of areas of understanding, policy and procedures, or the resolution of problems affecting Federal/State utilization programs.
  • Manage and extract information from the electronic excess inventory on the requirements of our customers.
  • Screening a wide variety of common use and specialized items of excess personal property and promoting the utilization of such property.
  • Take positive measures to encourage and assist the agencies in the planned upgrading of such property through the utilization of excess.
  • Send communication (email or social media) to notify potential customers of what is currently available.
  • Conducts regular inspections and surveys of agencies' in use property.
  • Initiates personnel actions and interviews candidates; selects, trains, and develops key personnel; Initiates minor disciplinary actions; recommends actions in more serious disciplinary cases. Assigns work commensurate with employees' positions.


Requirements

  • US Citizenship or National (Residents of American Samoa and Swains Island)
  • Meet all eligibility requirements within 30 days of the closing date.
  • Meet time-in-grade within 30 days of the closing date, if applicable
  • Register with the Selective Service if you are a male born after 12/31/1959

  • Current or Former Political Appointees: The Office of Personnel Management (OPM) must authorize employment offers made to current or former political appointees. If you are currently, or have been within the last 5 years, a political Schedule A, Schedule C or Non­Career SES employee in the Executive Branch, you must disclose this information to the HR Office. Failure to disclose this information could result in disciplinary action including removal from Federal Service.
  • Serve a one year probationary period, if required.
  • Undergo and pass a background investigation (Tier 1 investigation level).
  • Complete a financial disclosure report to verify that no conflict, or an appearance of conflict, exists between your financial interest and this position.
  • Serve a one year supervisory or managerial probationary period, if required.

The GS-13 salary range starts at $106,823.00 per year.

To qualify, you must have at least one year of specialized experience equivalent to the GS-12 level or higher in the Federal service.

SPECIALIZED EXPERIENCE:

Specialized experience is experience in the utilization and disposal of personal property. This includes experience such as reporting, screening, transferring, donating, selling and abandonment determinations of excess, surplus, and exchange/sale of personal property under the federal requirements, regulations, and laws that govern the reuse, direct transfer, utilization, donation, selling and ultimate disposal of personal property.
