The Human Resources Specialist will support the recruiting process through the use of a variety of channels to source and build a talent pipeline for both full-time and part-time positions. The Human Resources Specialist will assist with the onboarding of all employees. Work is performed under the general direction of the Human Resources Administrator with considerable latitude for independent judgment and action. Clearly defined annual performance goals will be set.Hiring Salary Range: $58,717.45 - $70,694.13ESSENTIAL FUNCTIONS Develop, facilitate, and implement the process of sourcing with recruitment.Develop, implement, and manage a sustainable diversity hiring strategy.Manage the job posting and advertisement process.Define metrics to evaluate ongoing efforts to increase diversity at every stage of the hiring process.Collect and analyze data to measure success of the sourcing and recruitment process and identify needed modifications.Collaborate with department directors and hiring managers to draft engaging, detailed, and accurate job announcements.Assist HR Administrator with FLSA analysis and compensation assessments.Work with hiring managers on an annual basis to determine part-time and seasonal staffing needs, sourcing opportunities, and recruiting priorities.Identify and implement efficient and effective sourcing and recruiting methods and strategies based on the available role, industry standards, and needs of the organization.Utilize knowledge of traditional and nontraditional sourcing and recruiting resources to identify and attract quality candidates.Organize and attend job fairs, campus events, diversity events, and other networking opportunities.Provide training and assistance to hiring managers on diversity, equity, and inclusion hiring practices, interview questions, and hiring best practices.Ensure compliance with federal, state, and local employment laws and regulations, and internal policies.Develop and manage internship programs.Assist with the onboarding process for all employee and full-time employee orientations.Maintain sourcing assets, recruiting manuals, hiring manager toolkits, and other resources.Cross train in other HR functions to provide support when needed.Performs other related duties as assigned.REQUIRED QUALIFICATIONS (minimum)Education: Graduation from an accredited college/university with a bachelor's degree in human resources or related field, or equivalent combination of education and work experience.Physical: Non-manual work with strength and dexterity necessary to perform required tasks, including sitting for prolonged periods, lifting up to 15 pounds, stooping, bending, and working in both indoor and outdoor settings.Experience: Minimum of two to four years of experience in sourcing, recruiting, and onboarding, or any equivalent combination of education, training, or experience which provides:Excellent verbal and written communication skills.Excellent interpersonal skills.Excellent organizational and time management skills.Ability to manage a wide range of relationships with a variety of stakeholders.Ability to create and implement sourcing and recruiting strategies for a variety of roles.Demonstrated experience and proven success in thinking outside of the box to find and attract diverse candidates.Skilled with social media recruitment strategies.Proactive and independent with the ability to take initiative.Familiarity with laws, regulations, and best practices applicable to sourcing and recruitment.Proficient with or the ability to quickly learn applicant-tracking software or other recruitment systems.Proficient with Microsoft Office Suite or related software.Ability to acquire a comprehensive knowledge of NOVA Parks, its history, traditions, and policies.Possession of or ability to obtain and maintain valid driver's license with a safe driving record.Availability to work evenings and weekends to attend job fairs, campus events, and networking events.Regular and predictable attendance is an essential function of the position.Duties and responsibilities are designed to be the essential elements of the job.
