CitizensHelpDutiesAs a SUPERVISORY PROGRAM SPECIALIST you will be responsible for the following duties :- Provides operations, planning, policy, and subject matter staff planning expertise in support of operational responses to all hazards and threats that may negatively impact the ability to maintain DCSA mission essential functions. - Assists the Chief of Mission Assurance with developing and implementing policy, plans, and programs to prevent, mitigate, respond to or lessen the impact of these all hazards and threats using risk management principles. - Develops and maintains the DCSA Operations Center operating procedures; ensures all subordinate employees are educated and trained in the procedures while assessing their proficiency to meet the established procedural standards. - Provides DCSA with timely and relevant all hazard/threat advisories and warnings to include (but not limited to) intelligence, counterintelligence, safety, criminal, terrorism, cyberspace, natural disasters, and severe weather events that may initiate OEP and/or COOP activation. - Receives, reviews, and processes DCSA personnel accountability reports in response to an order to account during and/or after emergency situations impacting DCSA areas of operations. - Initiates timely and accurate Mass Warning and Notification (MWN) System alert messages to impacted personnel and facilities using the MWN system of record. - Receives Spot Reports from the field based on the Director's Critical Information Requirements (DCIR); reviews, analyzes, and forwards to senior leaders and those offices with response requirements based on the nature and criticality of the event. - Conducts detailed research, analysis and reviews in preparing staff actions for assigned tasks to include responses to requests for information, special briefings (prepare briefing and present briefing if tasked to do so), and information papers. - Analyzes incoming mission assurance program policy documents and directives for changes linked to DCSA missions or related to or impacting operations and coordinates development of policy changes to enhance operations and ensure compliance. - Plans and executes a variety of studies and analyses of mission-oriented programs and operations to assess operational effectiveness and to identify areas in need of improvement related to the mission assurance programs. You must have specialized experience sufficient to demonstrate that you have acquired all the competencies necessary to perform at a level equivalent in difficulty, responsibility, and complexity to the next lower grade GG-12 in the Federal service and are prepared to take on greater responsibility. Generally, this would include one year or more of such specialized experience. Specialized experience for this position includes: Demonstrated experience of security, emergency management concepts, continuity of operations, staff planning, risk management, mission assurance processes and procedures.Demonstrated experience developing and analysis of policy alternatives and be able to effectively communicate the consequences/likely outcomes of different courses of action.Demonstrated experience of advanced management and organizational principles and practices; planning, programming, and budgeting regulations, guidelines, and processes sufficient to analyzes and advise on the capability and capacity to fill current and emergent operational.Demonstrated experience in a broad range of qualitative and quantitative methods sufficient to assess and improve program effectiveness and complex management processes and systems.Demonstrated experience of administrative policies, regulations, precedents and planning guidelines, and processes. Mission accretion and associated growth in personnel and resources requires deliberate coordination and planning across operations and support activities to achieve effective outcomes while simultaneously establishing and integrating new activities, initiatives and projects.
