CALIBRE Systems, Inc., an employee-owned Management Consulting and Digital Transformation company, is seeking a Budget/Financial Analyst to assist both the Defense Working Capital Fund (DWCF) and General Fund operations for the Defense Information Systems Agency (DISA). The Analyst will provide Financial Management and Budget Analysis and Analytical support to DISA. The analyst will have experience working with Senior Leadership and DoD Agencies and or Military Services. Contract Place of Performance is Fort Meade, MD. We are still operating in a mostly remote capacity but may occasionally have to come onsite. This support includes, but is not limited to: Perform budget functions including formulation, justification, and funds execution Prepare funding documents to include Military Interdepartmental Purchase Requests (MIPR); prepare program funding packages and all supporting documentation for processing in Defense Agencies Initiatives (DAI) Prepare agency and center spend plans; ad-hoc budget reports as requested Prepare consolidate weekly Status of Funds (SOF) Report from multiple systems reports. Analyze current year and prior year funds for monthly obligation and execution compliance and reporting Prepare unliquidated obligations reporting and perform deobligation for reconciliation Assist in preparation and processing of Agency Support Agreements Assist in the preparation of requirements development including the Program Objective memorandum (POM), Budget Estimate Submissions (BES) and budget exhibits. Pull data from various (DAI, DTS, Dashboard) sources and databases, providing timely consolidated reports for leadership Prepare Military Interdepartmental Purchase Requests (MIPR) and program funding packages for processing in Defense Agencies Initiatives (DAI) Attend briefings and conferences to assist in justifying and defending budget estimates Analyze Agency trends and developments in planning, programming, budget, and execution processes concerning appropriations, funding priorities and workload management which supports overall program operations Provide financial management and reconciliation support for DISA programs and associated process improvement support Review procedures and processes on financial management issues; audit and inspection assistance; identifying interrelationships (dependencies on other organizations); analyzing system reporting capabilities and interfaces; identifying problem areas; and analyzing costs Review, updated, and document process improvement recommendations and desktop standard operating procedures (SOPs). Required Skills Advanced Microsoft Excel, PowerPoint, Word, and ability to use Microsoft Teams Data Analysis / Analytical skills Working knowledge and understand Department of Defense (DoD) Fiscal Law Ability to work with Senior Leadership, and stakeholders across the DoD Agencies and Military Services Excellent oral and written communications skills Required Experience Active Secret Clearance required. Minimum 4+ years experience in the related field. Bachelor's degree in a related field.
