Being a Coast Guard civilian makes you a valuable member of the team. Typical work assignments include: Reviewing and commenting on proposed regulations and legislation related to planning and environmental protection. Providing expert advice and assistance to state, local, and/or federal agencies on matters relating to the development execution and monitoring of the most complex and politically sensitive environmental protection policies, plans, and programs. Developing and/or analyzing proposals for new or revised environmental protection regulations and determining their impact on air, water, and/or land resources. Preparing needed documentation, including Federal Register notices. Preparing of planning and environmental documents such as environmental impact statements, environmental assessment, executive summaries, public involvement documents, and working papers. Performing liaison work by facilitating resolution of funding, program, and regulatory issues. Responding to inquiries from congressional representatives and the general public concerning the interpretation and application of new plans and policies designed to meet program objectives. Drafting policy and procedural guidance memoranda and papers on environmental matters and participating in related policy discussions and public meetings. Status applicants applying for a promotion must have 52 weeks of service at the next lower grade.QualificationsTo qualify at the GS-13 grade level, applicants must have at least one (1) full year of specialized experience equivalent to at least the GS-12 grade level in the federal sector. Specialized experience is experience that has equipped you with the particular ability, skill, and knowledge to successfully perform the duties of this position and is typically in or related to the line of work. Specialized experience includes the following: Developing expertise in a particular program or functional area (eg, aquatic nuisance species, ship generated pollution, implementation of National Environmental Policy Act) that has continuing responsibility for independently planning and carrying out important environmental protection programs or projects; Devising new methods and techniques to produce effective results or implement advances in such areas as pollution prevention, resource allocation, risk assessment; Establishing criteria for administering or evaluating environmental programs; or developing policy guidance and procedural material for use by operating personnel; Providing advisory services to operating personnel, State and local officials, industry representatives, and others on specific functions or programs; and Planning and carrying out a variety of important project or program activities. National Service Experience (ie, volunteer experience): Experience refers to paid and unpaid experience, including volunteer work done through National Service programs (eg, Peace Corps, AmeriCorps) and other organizations (eg, professional; philanthropic; religious; spiritual; community, student, social). Volunteer work helps build critical competencies, knowledge, and skills and can provide valuable training and experience that translates directly to paid employment.
