Responsibilities: Millennium Corporation is hiring a Senior Budget Analyst to work in Ft Belvoir, VA. The candidate must have an active Secret clearance. The Senior Budget Analyst will provide Business and financial management, acquisition management, and lifecycle support and guidance to O-6 PM/O-5 PDs. Would serve as the PM TS BMD Subject Matter Expert supporting and engaging with programs to support and guide them through key BMD tasks (eg spend plan, POM, budget formulation and execution), acquisition milestone tasks, decisions and events. The senior budget analyst would provide direct support advice, counsel and recommendations to the PM TS BMD, O-6 subordinate staff offices and O-5 PMs/PDs. The Budget Analyst would use knowledge of the Department of Defense and Army financial management and acquisition processes, working with BMD Division, PM staff, and program offices, to help develop and implement milestone decision processes, policies, and guide the build of business management and acquisition life cycle documentation and requirements for both short and long range activities.Performs in a dynamic, fast-paced PM-level Financial Management (Resource Management) office. Have excellent oral and written communication skills, as well as, superior organizational, interpersonal, analytical problem solving, leadership and presentation skills. Handles multiple, high priority projects with a keen attention to detail; and a motivated, self-starter with the ability to perform duties/meet deadlines with minimal supervision.Possesses a strong capability to operate within GFEBS and familiarization with CCaR, SNaP and C-PROBE as well as a capability to operate within these systems.Possesses a strong working familiarization with O, RDT, and Procurement appropriations, be skilled in personal computing (eg, spreadsheets, word processing, graphics, database management, communication packages), to include a working knowledge of a DoD relevant Enterprise Resource Planning (ERP) financial system such as GFEBS.Has experience supporting the PPBE life cycle of products and processes. Has proven ability to review and edit P and R-Forms and support program planning to include POM development, briefs and documentation processes.Has experience reviewing life cycle acquisition program financial management information such as funds obligation and expenditure data; can prepare charts showing financial trends against higher headquarters financial management goals; can interpret financial management data and provide recommended courses of action resulting from data analysis.Performs various budget functions involving the formulation, justification, and/or execution of budgets for organizations, programs, or projects. This work requires knowledge and skill in the application of related laws, regulations, policies, precedents, methods and techniques of budgeting. To include Government budget systems (GFEBS). Analyze programmatic, and operations budget information and data in relation to program objectives, budgetary constraints, schedules and technical requirements. Prepare reports to present budget revision recommendation, program accomplishments, and long-term plans to meet life cycle performance requirementSupport BMD lead on business management division functional processes and tasks. Working collaboratively with PM TS functional leads and PM TS O-5 BMD functional leads/POCs to build and clarify requirements, execute tasks, and submit PEO-level and PM TS-level taskers on schedule with high quality output.Recommends Business Management process improvements to streamline business efforts in support of PM-TS programs. Qualifications: Candidate must have an active Secret clearance.Knowledge and working experience of DOD acquisition, program analysis, budget and financial products (eg P/R Forms, MARS, AE2S, POM, PEG/MDEP Briefs, and Spend Plans)Knowledge and working experience of DoD/Army financial databases, to include GFEBS, C-Probe. 10 years of experience with at least 7 years of practical experience required. Business Development: Assist with Business Development activities as required to support Millennium's strategic business objectives, which may include but not limited to participation in technical interviews, creation of technical documentation, general proposal writing support and proposal color reviews. Physical Requirements: Must be comfortable with prolonged periods of sitting at a desk and working on a computer.Must be able to lift up to 10-15 pounds at a time.
