Responsibilities Understands the complex federal regulations and requirements for the Individuals with Disabilities Education Act (IDEA) Part C Early Intervention services, particularly information technology systems supporting Part C programs. Provides project management and technical expertise on large-scale IT projects Oversees development of all deliverables, status reports and other work products Plan and oversee all project work and develop/manage any potential organizational change management strategies or processes that might be needed Support the goals and outcomes of the project stakeholders Develop, manage, and update Project Plan and other project documents (eg, Communication Plan, Risk Plan, Stakeholder Register, Resource Plan) Develop, manage, and update the execution of the Project Schedule to ensure project scope and applicable milestones are met Provide management oversight of project budget Develop and deliver regular status reporting Facilitate change order process Identifies, tracks, and manages project risks; including coordination for risk mitigation Identifies, tracks, and manages project issues; including coordination for issue resolution Establish a response and track the response to project recommendations (eg, Quality Assurance (QA) vendor recommendations) Provide ongoing communication (eg, email, meetings) to provide project status Collaborate with the projects Communication Manager to enhance communication efforts Review project and related operational processes and provide input for improvement by implementing relevant lean or agile strategies Conduct Waterfall/Agile Hybrid Project Management and Organizational Change Management workshops Required Skills Candidate must be able to manage multiple projects where weekly interactions and communications with Executive level stakeholders are required. The incumbent will be assigned to PM high priority projects for the Department and must be able to manage project to meet defined deadlines. Candidate will be asked to manage implementation of IT projects or in-house development projects using standard project methodologies, report into a formal project management office (PMO), track schedules, track budget performance and maintain and review Microsoft Project plans. Candidate will be asked to complete Project Management artifacts, facilitate meetings and provide weekly status reports. Strong leadership, collaboration, and interpersonal skills. Outstanding verbal and written communication skills. Must be tactical in delivering project tasks under tight deadlines, with the ability to keep the big picture in mind at same time from a strategic perspective. Objective decision-making ability based on strategic objectives priority, business performance analysis and resource availability. Self-starter, assertive, enthusiastic and has the political savvy to get things done yet maintain positive, working relationships across various teams. Ability to deal with adversity and differing opinions. Qualifications Education Bachelor degree required, graduate degree preferred Experience Minimum 5 years working in government IT systems implementations and project management 5-10 years relevant work experience in government human services programs. Project Management Institute (PMI) Project Management Professional (PMP) certification preferred. Knowledge of IDEA Part C Early Intervention services preferred.
