Fairfax County's Wastewater Collection Division (WCD) is recruiting a highly motivated Mechanical Business Operations Manager to lead a group of mechanics to repair, maintain, and operate the county’s wastewater pumping stations. WCD manages and operates Fairfax County's wastewater collection system, consisting of nearly 3,400 miles of pipe, over 100,000 associated structures, 57 metering sites, and 63 pumping stations. WCD's organization includes approximately 140 sanitary sewer maintenance specialists and administrative support team members including but not limited to: maintenance professionals, equipment operators, CDL drivers, instrumentation technicians, industrial electricians, plant mechanics, administrative professionals, and professional engineers. Manages the daily work activities and general administrative responsibilities of the WCD, Pump Station Branch (PSB), Electrical and Instrumentation Sections. Works under the direction of the PSB Branch Chief.

Duties and responsibilities include:
  • Ensures the frontline supervisors promote the compliance with Personnel Regulations and Standards of Conduct;
  • Analyzes and evaluates the work productivity, employees development and opportunity for personal growth, assesses skill level required for maintenance of equipment of newer technology advancement in order for the sustainment of the business operation;
  • Ensures employees are adequately trained for the execution of assigned tasks;
  • Participate in the planning of all work projects;
  • Ensures all materials and equipment are in place prior to commencement of work:;
  • Assesses the root cause of equipment malfunction and take corrective action;
  • Evaluates work production through the use of Computer Maintenance Management System (CMMS) and planned vs actual;
  • Provides scope clarification to Purchasing Department in the solicitation of services, equipment, materials and parts;
  • Participates in the staff meetings and meetings relative to pump station improvements and upgrades;
  • Routinely performs inspections of pump stations to determine the need for improvement;
  • Participates in the assessment of the Assets Management Program;
  • Ensures employees are equipped with appropriate Personal Protective Equipment (PPE);
  • Utilizes the Computerized Maintenance Management System data for the determination of the operating equipment rehabilitation and repair needs;
  • Oversees and management of the work of outside contractors.

  • Analyzes and evaluates public works/environmental services field operations and technical services;
  • Develops, recommends and implements long-term and short-term improvements in operations;
  • Reviews, analyzes and evaluates the effective use of the field operations or technical services branch's resources and makes recommendations to Branch Manager to improve organizational productivity and/or levels of service;
  • Identifies and uses proper business metrics to form the basis of recommended organizational changes or adjustments that need to made to improve services/operations;
  • Collects, measures, monitors, and analyzes business operations/levels of service to ensure efficiency, effectiveness and value of services and makes recommendations for improvement;
  • Plans, conducts and/or oversees studies or research activities to ensure field operation/technical services program quality; determines unmet needs and makes recommendations to ensure effectiveness of existing programs;
  • Supervises/leads professional and paraprofessional employees;
  • Reinforces a safety culture and continually seeks to expand safety knowledge through training, mentoring, self-study or other methods of continuous learning;
  • Clearly communicates safety expectations;
  • Resolves safety-related issues in a timely matter;
  • Complies with safety competencies.


Required Knowledge Skills and Abilities

  • Considerable knowledge and through understanding of relevant public works/environmental services field operation/technical services business operation/organization (e.g., wastwater treatment, air pollution control, erosion/sediment control, environmental remediation, stormwater or solid waste collection, recycling and/or disposal as well as the environmental, social, and economic issues associated with these disciplines);
  • Considerable knowledge of mission, goals, and objectives of public works and environmental services department;
  • Knowledge of Federal and State Environmental Regulations;
  • Knowledge of the principles, practices and methods of financial management, budgeting and accounting, and the ability to apply them to make good business decisions;

Employment Standards

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelor's degree in environmental sciences, engineering, construction management, or a related field; plus four years of experience in an environmental, engineering or construction management program.

CERTIFICATES AND LICENSES REQUIRED:
A valid driver's license.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check, driving record check, and a medical examination to the satisfaction of the employer prior to appointment.

PREFERRED QUALIFICATIONS:
Experience in managing projects and budgeting. Experience overseeing or managing preventive, corrective and emergency repairs to industrial equipment in the most efficient and effective manner to reduce equipment downtime. Ability to coordinate and collaborate with managers/supervisors on the periodization in the repair effort. Ability to read and interpret manufacturer’s drawings. Experience performing inspections of pumping station operating assets to ensure proper functioning. Experience monitoring and maintaining inventory of tools, parts, and materials to ensure adequate stock levels. Experience planning, directing, scheduling, and coordinating required and necessary training.

PHYSICAL REQUIREMENTS:
Ability to operate county vehicle and drive to various pumping stations facilities and job sites, and other county buildings for administrative meetings as needed. Ability to climb steps and ladders and walk on variety surfaces such as uneven terrain and grating. Ability to work diverse and extreme environments including all weather conditions, extreme heat, extreme cold and small and confined spaces. Must be able to bend, stoop, and work in tiring and uncomfortable positions. Ability to communicate both verbally and in writing. All duties performed with or without reasonable accommodations.
