Job Announcement
Serves as a member of the Professional Development and Training (PDT) team responsible for agency wide coordination, development and execution of targeted, strategic professional and organizational learning strategies, programs and initiatives focused on increasing the department’s employee capacities necessary to accomplish the departmental mission, and vision in accordance with its five core values: People-Focused, Equity, Accountability, Partnership, and Innovation. The Department of Family Services (DFS) Mission: DFS strengthens the well-being of our diverse community by protecting and improving the lives of all children, adults, and families through assistance, partnership, advocacy, outreach, and quality services.” Its workforce of over 1,300 employees is distributed at multiple county facilities and serve within six main agency divisions: Public Assistance and Employment Services (PAES); Children Youth and Families; Adult and Aging; Domestic and Sexual Violence Services; the Comprehensive Services Act; and Administrative Operations. Works u nder general direction of the Management Analyst III (Learning Programs and Staff Development Coordinator.)
Coordinates learning projects and tasks required to execute organizational learning strategies, programs, and initiatives to ensure department employees have essential service knowledge and skills, effectively applied to achieve service delivery outcomes. This involves assisting with all instructional learning design phases to include assessment, design,
development, implementation, and evaluation.
Serves as an integral member of the Professional Development and Training (PDT) team that supports departmentwide professional development strategic planning and management at the departmental, divisional, programmatic and unit/team organizational levels, to include department project teams, workgroups, and task forces. Primary projects include coordination, development and facilitation of DFS Leadership Book Studies, DFS Administrative Excellence Academy, and DFS Connects sessions; communicating PDT events and offerings to the DFS workforce; and maintaining and analyzing attendance data for PDT events and offerings.
Required Knowledge Skills and Abilities
Considerable knowledge of adult learning theories;
Knowledge of group/team dynamics;
Ability to communicate effectively, both orally and in writing;
Ability to conduct training needs assessments and develop and present training programs;
Ability to manage projects;
Ability to facilitate meetings and consult with agency staff and management;
Ability to keep current on the latest training theory and practice;
Ability to work independently and as a member of a team;
Ability to establish and maintain effective working relationships with peers and other county employees.

MINIMUM QUALIFICATIONS:

Graduation from an accredited college or university with a bachelors degree in education, business administration, public administration, or a closely related field; plus Three years of professional experience in curriculum development, delivery of training courses, needs assessments, and/or facilitation of team-building exercises.
CERTIFICATES AND LICENSES REQUIRED:
None.
NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must satisfactorily complete a criminal background check, Child Protective Services check and driving record check.
All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. Proof of an exemption or vaccination status will be required during the pre-employment onboarding process. Preferred candidate will have experience in supporting professional development and training projects, to include managing logistics; experience using virtual meeting platforms; strong attention to detail and ability to coordinate sequencing of complex program processes; ability to communicate effectively both verbally and in writing with internal customers, employees as well as external constituents in person, and telephonically; experience with Microsoft products, including Teams, Forms, Excel, PowerPoint, Word and Publisher. Preferred candidate will also have experience with curriculum design, training facilitation, and training evaluation.
PHYSICAL REQUIREMENTS:
Work is generally sedentary and is performed in a normal office environment. Ability to communicate clearly and effectively with a variety of individuals. Ability to use automated technology. Perform all duties with or without a reasonable accommodation.
