Job Announcement

Serves as a heritage resources planner and supports the division's efforts to maintain and implement the heritage resources element of the county's Comprehensive Plan. Reviews applications and develops staff reports and recommendations for the Architectural Review Board (ARB); provides support to the ARB liaison and the ARB. Prepares research and develops recommendations related to heritage resources, and researches land use, planning and zoning information to be used in special studies, development review analysis and plan amendments. Performs heritage resources planning and surveying activities including developing related land use and policy recommendations. Collects and analyzes data, evaluates existing conditions and trends, and conducts development review analyses. Prepares a variety of written materials including heritage resource assessments, research reports, environmental assessments, planning studies and evaluations, and public hearing items. Makes presentations to senior staff, Architectural Review Board, History Commission, Planning Commission, and Board of Supervisors, task forces and/or community groups. Participates in work assignments and meetings during the evening hours as needed. Performs other duties as assigned.

Required Knowledge Skills and Abilities

  • Working knowledge of the principles of urban planning and zoning;
  • Ability to read, comprehend and interpret documents relating to land use, zoning, environmental planning, public facilities, and information technology, among others;
  • Ability to write, proofread, edit, and rewrite documents effectively, and to produce accurate final documents;
  • Ability to collect, synthesize and analyze research data and present in written/graphic form;
  • Ability to analyze and to evaluate land use and development plans and to form sound practical recommendations;
  • Ability to analyze and prepare statistical reports;
  • Ability to use a computer to access information, conduct research and to perform basic word processing and spreadsheet operations;
  • Ability to establish and to maintain good working relationships with co-workers, elected and appointed officials, development representatives and citizens;
  • Ability to speak effectively before individuals, citizen groups and public bodies;
  • Ability to meet and to deal effectively with County representatives, applicants and the public;
  • Ability to work independently, to set individual priorities, to manage time effectively and to apply consistently sound judgment.


Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience and training equivalent to graduation from an accredited four-year college or university in a planning-related field; plus three years of experience in a planning-related field. A master's degree may be substituted for one year of the required experience. The years of experience should include a minimum of two years of experience in the specific area of assignment, e.g., zoning evaluation, zoning administration, zoning enforcement, public facility, environmental and/or land use planning.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check to the satisfaction of the employer.

PREFERRED QUALIFICATIONS:
Master's degree in historic preservation, architectural history, planning or closely related field. Progressively responsible professional experience in heritage resources planning or comprehensive land use planning with an emphasis on heritage resources planning. Strong abilities in written and oral communications. Ability to handle multiple deadlines. Experience using Microsoft Office suite, database and GIS software. Experience working in a local government planning office and supporting public boards and commissions. Experience with Section 106 review, and local, state and national historic registers.

PHYSICAL REQUIREMENTS:
Position is primarily sedentary; however, employee may be required to do some walking, standing, bending, and carrying of items under 15 lbs. in weight. Work assignments may also require that the employee make site visits and inspections and participate in meetings during the evenings and occasional weekends.
