Job Announcement

Under general supervision, assists the Management Analyst II with managing the major activities and responsibilities within the Real Estate Records Management Branch (RMB) and assists in the completion of the department’s strategic objectives. Oversees the day to day administrative functions of the Calculating, Correspondence/Front Desk and BOE team. Serves as FML coordinator and handles staff relations within RMB. Supervises a team of administrative staff, manages work assignments, and ensures deadlines are met. Participates in the hiring of employees, provides coaching and instruction after examining staff development needs and takes disciplinary action when necessary. Evaluates performance and participates in panel interviews for clerical positions within the agency. Has a strong knowledge of activities within the Real Estate Division and serves as a subject matter expert for the administrative functions within RMB. Ensures compliance and interprets assessment laws for the public and employees in accordance with the Code of Virginia 58.1. Verifies completed work assignments for accuracy and explains procedures used to update property records and determines the necessary action required. Prepares documents for management, proofreads and edits information, handles complex correspondence within RMB and responds to inquiries over the phone, in person or through written correspondence. Prepares and maintains correspondence for frequently asked questions, responds to Freedom of Information (FOIA) requests and tracks information in the Office of Public Affairs FOIA tracker. Oversees the annual processing of commercial surveys and handles a wide array of property record changes to include assessments, appeals, solar credits, exemptions, tax relief, abatements, permits, sales, and breakdowns. Consults with the other County agencies and business representatives for the resolution and interpretation of complex issues. Assists with the administrative functions of the annual and supplemental assessment land books, enters breakdowns of commercial properties, and administers the annual processing of Public Service Corporation assessed values. Prepare and process real estate refunds and processes staff mileage. Computes statistical information for weekly, monthly accounting, and prepares annual reports for the Commonwealth of Virginia. Interacts with the Department of Information Technology and sister agencies. Performs other duties as assigned.

Note: The assigned functional areas for this position are supervisory, general administrative/office support, receptionist/public contact, records management, or customer service.

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Graduation from an accredited four-year college or university with a bachelor's degree in the field related to the assigned functional area.

BRIDGE CLASS EMPLOYMENT STANDARDS:
Four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. This class can serve as a bridge class enabling individuals who do not meet the educational or professional experience standards listed above to qualify for this class by possessing four years of increasingly complex technical experience in the assigned functional area, comparable to experience at the Admin Assistant IV, or higher, level. The purpose of this bridge class is to promote upward mobility within the Fairfax County workforce. However persons qualifying for this class on the basis of their technical experience may not substitute this technical experience for education, or for professional experience, in order to qualify for other employment opportunities.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to the position must complete a criminal background check and a credit check to the satisfaction of the employer.

Must be available to maintain regular and punctual attendance; ability to work a flexible schedule, which will include overtime as required. The hours of this position are 8:00 a.m. to 4:30 p.m., Monday thru Friday. Presence in the office is required and Teleworking and leave will be limited during peak periods.

PREFERRED QUALIFICATIONS:
Knowledge of real estate tax record information. Proficient in understanding state and local laws that pertain to the assessment and taxation of real estate taxes and record keeping. Knowledge of office management methods with ability to plan, direct, train and supervise administrative support staff. Proven supervisory and management skills. Excellent written and oral communication and ability to establish effective working relationships at all levels. Detail oriented, flexible, able to multi-task and coordinate several activities at once, ability to quickly analyze and resolve problems and cope with competing deadlines. Considerable knowledge of FOXIT and Microsoft Office Suite software, especially Word and Excel. Knowledge of and experience in providing quality customer service and working with numbers.

PHYSICAL REQUIREMENTS:
Work is generally sedentary in nature. However, incumbent may be required to do some walking, standing, bending, and carrying of items up to 25 pounds. Ability to operate keyboard-driven equipment. Ability to communicate verbally and in writing. Sufficiently mobile to attend meetings at various locations and make presentations. All duties performed with or without reasonable accommodations.
