Job Announcement

Under general administrative supervision of the Clinical Informatics Manager, serves as the agency-wide lead in addressing and solving the most complex problems for information technology (IT) and data issues within the electronic health record (EHR). Primary responsibility for daily operations of the EHR include problem resolution, acceptance testing and user/technical staff coordination. Performs as clinical integration support manager in addressing and solving the most complex problems for healthcare information technology and operational business requirements in support of the electronic health record. Additionally, this position will manage, collect, and analyze data in support of agency needs, as well as Health and Human Services (HHS) systems needs as directed. Performs ongoing quality assurance functions for agency data systems. Participates on agency-wide teams related to general health IT and EHR functions. As the agency's clinical integration support manager for operations, performs business and clinical integration functions for the agency, manages analysis and implementation of clinical services and programs based on agency business and clinical practices. Provides project management for integration efforts to include collaboration and coordination with clinical staff, billing staff, and program supervisory staff. Participates in major projects impacting changes to clinical and business operations.

Illustrative Duties

  • Serves as lead software system administrator for interdepartmental or County-wide automated system;
  • Works closely with technical project leader to coordinate technical resources and directs functional design and implementation;
  • Interacts with representatives from other agencies on system-related issues and scheduling of system priorities;
  • Identifies and tests system enhancements;
  • Defines and maintains system administration documentation;
  • Organize and direct system user groups;
  • Monitors system performance and performs ongoing analysis to determine most efficient and effective means to operate the system;
  • Provides assistance to system users;
  • Develops conceptual approaches to satisfy user requirements;
  • Oversees user acceptance testing;
  • Evaluates new technology for applicability and enhanced effectiveness;
  • Develops strategic plans to ensure solutions comply with established standards;
  • Evaluates and prioritizes requests for new requirements, modifications, and enhancements to existing systems;
  • Establishes priorities and timetables for system-related projects;
  • May supervise other employees on a recurring or project basis;
  • Generates reports to meet special agency needs;
  • Acts as intermediary between users and technical staff to resolve problems;

Required Knowledge Skills and Abilities

Employment Standards

MINIMUM QUALIFICATIONS:
Any combination of education, experience, and training equivalent to the following:

Bachelor's degree in business, computer science or a field related to the department where the IT services are being used: plus four years of experience analyzing business processes and/or developing/maintaining the main business system, technical platform or a related system.

CERTIFICATES AND LICENSES REQUIRED:
None.

NECESSARY SPECIAL REQUIREMENTS:
The appointee to this position will be required to complete a criminal background check and Child Protective Services Registry check to the satisfaction of the employer. A TB screening upon hire.

This position is emergency/essential services personnel. (Required to report for duty during inclement weather and/or other emergencies.)

All newly hired employees are required to be fully vaccinated against COVID-19 (two weeks after the last required dose) as a condition of employment or obtain approval of a medical or religious exemption prior to their start date. PREFERRED QUALIFICATIONS:
  • Work experience in an IT or technical environment specifically with requirements gathering, design, and implementation of IT solutions within a Government entity (specifically within human services systems and/or behavior health)
  • Knowledge of effective business analysis methods, practices, and techniques
  • Ability to train employees in the use of hardware and software
  • Demonstrated experience in requirements analysis, project management, application design, user training and documentation
  • Experience or familiarity with various technical tools - MS SharePoint environments, Microsoft Power Platform, Visio, Excel, Office 365 applications, and various reporting solutions (i.e. Power BI, Tableau, SSRS, etc.)
  • Proven ability to work independently, or in a team environment; must have the ability to establish and maintain effective working relationships. Excellent customer service skills with the ability to interact in a friendly, service-oriented and professional manner with internal and external customers

PHYSICAL REQUIREMENTS:
Ability to use keyboard driven equipment, develop and provide presentations at various sites throughout the county, carry equipment. All duties performed with or without reasonable accommodations.
