Job Summary/Company: Sparks Group has partnered with a company working in the government contracting space in their search for a contract Recruiter with experience in Base Operation Services (electricians, plumbers, facility coordinators, etc). As the Recruiter, you will leverage your working knowledge of Government and commercial activities and expertise in innovative recruiting techniques to actively and creatively evaluate, network, and identify top talent for active programs, proposal support, and strategic pursuits. This position is a hybrid position located in Alexandria, VA.

Must have experience in full cycle recruiting supporting OCONUS contracts AND experience recruiting Base Operation Services.
Responsibilities:
  • Assist Managers in conducting needs analysis forBase Operation Services open positions, outlining job requirements and variances.
  • Create requisitions in Applicant Tracking System (ATS), review/screen resumes, disposition candidates, and maintain accurate ATS records.
  • Sources candidates using a variety of methods to fill positions; online databases, directories, cold calling, utilization of job boards, and internal ATS building and maintaining a pipeline of candidates.
  • Evaluate employment factors such as job experience, education and training, skills, knowledge and abilities, physical and personal qualifications, and other data pertinent to classification, selection, and referral.
  • Complete reference checks, manage transportation for applicants, extend formal job offers
  • Manage the onboarding process for new hires including but not limited to; extending offer letters, background and drug screenings, in-process through an electronic onboarding system.
  • The position will provide the highest level of customer service in addition to building and managing relationships with both customers and candidates on a continual basis.
  • Work in concert with Capture and Proposal Managers to source, identify and confirm key personnel (according to the RFP/SOW) for all contract bids.
  • Attend meetings for upcoming Proposals.
  • Supporting contract awards and program transitions for OCONUSprojects.
Background/Requirement:
  • Must have experience working with classified programs OCONUS
  • Bachelor's Degree in Human Resources, Marketing, or related discipline (preferred)
  • 3-5 years experience in full cycle recruiting preferred within DOD and or other Government agencies.
  • Experienced in Base Operations Services
  • Experience supporting proposals and capturing initiatives as they relate to Recruiting.
  • Understanding of Federal SCA WD law as well as Federal and State Labor laws.
  • Experience with job boards and Applicant Tracking Systems.
  • Demonstrates excellent oral and written communication skills
  • Strong attention to detail.
  • Ability to work effectively in a team environment.
  • Effective multi-task in a fast-paced environment.
