Sparks Group has partnered with Business Management Consulting company seeking a BD Capture Manager. With this role you will play a pivotal role in the business development efforts. You will collaborate with both internal and external stakeholders to gather business intelligence and lead on the execution of actionable items to enhance our business development pipeline. Pursuing leads within both the government and non-government space will be essential, though past experience in government contracting, preferably in public health, is critical. assist with the organization of exhibitions at national and regional conferences, along with other special projects. You will also assist with daily operations, and serve as a liaison with outside institutions, contractors, and departments.

What will you be engaged in day-to-day?
  • Leading all aspects of capture and win strategy to include opportunity identification and qualification, shaping, selling, and closing capture efforts to win new business.
  • Conducting business intelligence research and offer strategic recommendations on how advance our business within the industry.
  • Analyzing our corporate capabilities and in collaboration with the Vice President of Business Development and Senior Executives to help drive the "win" strategy for future business.
  • Developing and executing the capture strategy plan for new business, including creating specific actionable and measurable milestones to assess the strategy's success.
  • Working with the proposal manager and writers to weave together win themes and strategies into our proposal responses.
  • Collaborating across our teams on proposal development and submissions, including solutions development, proposal writing, and review.
  • Performing other duties as assigned.


What qualifications will help you succeed?
  • Current knowledge of the Department of Health and Human Services and its agencies, DOD, and USDA, including existing customer and industry peer relationships.
  • Knowledge of various contract vehicles, including GSA MAS, CIO-SP3/4, and NIH PICS II/III.
  • Excellent written and verbal communication skills, strong organizational skills, initiative and follow-through, and flexibility and responsiveness to changing requirements and conditions.
  • Demonstrated ability to think analytically and reason strategically.
  • Ability to translate technical information to non-technical audiences.
  • A collaborative and engaging nature.
  • Strong interpersonal skills and ability to work to deadlines are essential.
  • Ability to solve problems and prioritize needs in a variety of situations where immediate decisions may be necessary.
  • Excellent computer skills with competence in Word, Excel, and Outlook necessary.
