Assistant Director of Extended Care Services - Administrative Operations Officer

An Overview

This position will be responsible for a multitude of diverse operations/systems located within the Center of Adult Services (CAS) within the Department of Community and Human Services (DCHS). The incumbent will be responsible for overseeing the data collection of services delivered by staff and the reporting to the various local and state stakeholders. The incumbent will supervise the Administrative Support Unit within CAS. The incumbent will also directly supervise a utilization review position targeted with assisting clinical staff with submitting documents required to support billing for those services. Autonomous in application of job duties and discretion to accomplish the day-to-day tasks are given to the incumbent. Work is assigned and reviewed by the Director of CAS via both formal and informal supervision times. The incumbent will be expected to be a self-starter and given latitude to develop plans and projects to attain goals in the most efficient, time-sensitive manner.

What You Should Bring

The ideal candidate should have Comprehensive knowledge of the theories, principles, techniques and practices used in the administration of human services programs; comprehensive knowledge of services and support systems needed by adults with intellectual disabilities, serious mental illness and/or adults recovering from alcohol/drug addiction; comprehensive knowledge of research and evaluation techniques; ability to evaluate services and to make recommendations for improvement; ability to collaborate effectively with lay and professional persons, both verbally and in writing; ability to maintain effective working relationships with representatives of the public; ability to interpret program policies and objectives; ability to plan and supervise the work of professional staff; and the ability to work cooperatively with policy-making boards, the City Council, and other City officials.

The Opportunity
  • Provides guidance to all CAS staff when involved with assigned projects;
  • Responsible to be a liaison to the Alexandria Community Services Board by supporting with policy updating, communication, and monthly meeting support;
  • Will serve as acting CAS director when requested to cover in the Director’s absence;
  • Liaison with Center of Operations Fiscal staff who are assigned to work with CAS operations;
  • Responsible for all aspects of the hiring, onboarding, and day to day directions of assigned staff members;
  • Will prepare reports, as requested, for various internal and stakeholders to include but not exclusive to: City Council, the Alexandria Community Services Board, Alexandria residents, DCHS leadership, Regional and State bodies;
  • Will serve as lead contact for behavioral health services provided in the Center for Child and Family (CCF) which are covered in the State Performance Contract issued by the Department of Behavioral Health and Developmental Services (DBHDS);
  • Will assist all managers within CAS with budget priorities and revenue targets in their work with the reimbursement team housed within the Center for Operations;
  • Assess needs of staff within CAS and assists as appropriate;
  • Performs other tasks as assigned.

The Center for Adult Services (CAS) provides programs and services in Aging; Adult Protective Services; Clinical & Emergency Services; and Community & Residential Support Services for seniors and for persons with mental illness, intellectual disabilities and substance use disorders. CAS provides compassionate and effective person-centered services based on best practices. Our teams support self-determination, safety and recovery for Alexandria residents affected by abuse, neglect, mental illness, intellectual disabilities and substance abuse disorders.

Minimum & Additional Requirements

Completion of college-level courses in psychology, human services, and education; extensive administrative, supervisory and professional experience in a human services program serving adults with mental disabilities, including some experience managing residential and/or day support services for such consumers, at the level of Mental Health Team Supervisor or team leader; or any equivalent combination of experience and training which provides the required knowledge, skills, and abilities.

Preferred Qualifications

Master’s degree in a human services field, public health or public administration; Five or more years of progressive supervisory experience working in a community behavioral health setting, agency on area aging or similar non-profit/governmental agency. At least one year of experience with program evaluation, new program implementation, and evidenced based service models.

Schedule: Monday through Friday, 8 hour days, flexible, occasional night meetings
