This position is located in the FEDLINK fiscal Operations Section, FEDLINK Division, Library Enterprises Directorate, Chief Operating Officer. FEDLINK is an organization of federal agencies working together to achieve optimum use of the resources and facilities of federal libraries and information centers by promoting common services, coordinating and sharing available resources, and providing continuing professional education for federal library and information staff. FEDLINK serves as a forum for discussion of the policies, programs, procedures and technologies that affect federal libraries and the information services they provide to their agencies, to the Congress, the federal courts and the American people. FEDLINK serves federal libraries and information centers as their purchasing, training and resource-sharing consortium under its authority as a Library of Congress revolving fund.

FEDLINK fiscal operations are responsible for the financial management operations in support of the FEDLINK procurement program for federal members. The fiscal operations program establishes federal agencies' membership in FEDLINK, determines FEDLINK service fees for members, prepares member interagency agreements (IAAs), and provides FEDLINK member account statements. Fiscal operations are responsible for the management of FEDLINK members' interagency agreements, service accounts, and obligations utilizing the Legislative Branch Financial Management System (LBFMS, Momentum), which tracks the membership, procurement, accounting, and budget information, and other data necessary to support the FEDLINK program.

The incumbent of this position reports to the FEDLINK Financial Manager and serves as Fiscal Analyst, supporting the FEDLINK Financial Manager and other staff throughout the FEDLINK program.

Perform and support appropriate fiscal controls to maintain effective financial management standards for accounts receivable and accounts payable operations. Perform a variety of tasks associated with accounting functions relevant to tracking FEDLINK transactions such as member acquisitions, receivable collections, obligations, payments, discounts, and credits as well as Direct Express vendor sales.

Assist in providing technical advice and training to the FEDLINK fiscal operations staff to research and solve accounting and financial issues. Conduct financial reconciliations and reviews on various accounts with LBFMS, Momentum.

Review and assist in resolving audit findings related to the areas for which responsible and respond to requests for information and take action to correct audit deficiencies. Participate in the implementation of new or revised financial policies and operations within FEDLINK. Ensure full compliance with systems security and internal accounting controls.

Participate in budget preparation and financial forecasts and track budget execution. Provide assistance in the financial planning process which involves specific financial policies that form the basis for formulation and justification of budget requests, and provides financial and administrative data for management control in the execution of programs and services of FEDLINK. Monitor current fiscal year program expenditures to ensure they are consistent with revenues and budget plans.

Prepare regular budget reports to FEDLINK management on a regular basis; review, synthesize, and report financial data compared with budget objectives; prepare reports depicting the interrelationships of program plans, budget proposals, costs of operations, and program financial risks and opportunity aspects of their activities.

Prepare, monitor, and coordinate implementation financial and management reports of FEDLINK operations including appropriations, reimbursable, and gift funds. As part of this effort, is responsible for identifying changes and developing analytical and trend data on all FEDLINK programs and preparing management reports on financial results. Research and analyze a large variety of technical data, obtaining information from various sources. Perform review of all fiscal operations and reports. Support and revise instructions, explanations, and procedures concerning further implementation of new or changed regulations and procedures.

Participate in financial management projects and assignments as FEDLINK priorities require. Perform research and participate in the evaluation of automated systems and participates in the development of procedures to facilitate the work in fiscal operations.

The salary range indicated reflects the locality pay adjustments for the Washington, D.C., Metropolitan area.

The incumbent of this position will work a flextime work schedule.

This is a non-supervisory, bargaining unit position.

Qualifications

Applicants must have had progressively responsible experience and training sufficient in scope and quality to furnish them with an acceptable level of the following knowledge, skills, and abilities to perform the duties of the position without more than normal supervision.

Ability to perform financial activities.**

Although it is the Library's policy to afford the maximum pay benefit to employees when setting rates of pay, a new appointee who has had no previous Federal service will generally be paid at step one of the grade.
