As an IT Specialist in Systems Analysis for Office of the National Coordinator for Health Information Technology (ONC), you perform a wide variety of duties related to the design, development, and implementation of new and modernized HHS IT systems and standards in support of the ONC Standards program.

Your major duties and responsibilities include:
  • Analyzing health IT standards and making recommendations on how new technologies and standards could be applied to modernize health IT systems and networks used for patient care, patient access, public health, or health research.
  • Planning, coordinating, and conducting the systems subject matter analysis and computer programming required to implement and maintain a major functional area of the agency's systems.
  • Performing the systems analysis, planning, problem definition, and formulation required for the accomplishment of the objectives set down for the assignment.
  • Developing target dates and assigning orderly and efficient activities to meet all objectives.
  • Interfacing with other Federal, State, and local governmental agencies, agency managed care organizations, carriers, intermediaries, and other private sector organizations in the coordination of health IT standards development and implementation.
  • Representing the team, division, and group in meetings with other components, organizations, and the private sector, with respect to assigned areas.

To qualify for this position, your resume must clearly demonstrate that you have IT-related information security experience in each of the four competencies listed below:

  • Problem Solving - Identifies problems; determines accuracy and relevance of information; uses sound judgment to generate and evaluate alternatives, and to make recommendations.

    In addition to the above OPM requirements above, in order to qualify for these positions, your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to the grade levels listed below in the federal service.

    MINIMUM QUALIFYING SPECIALIZED EXPERIENCE is experience that has equipped the applicant with the particular knowledge, skills, and abilities to perform successfully the duties of the position and is typically in or related to the work of the position to be filled. To be creditable, an applicant's one full year of specialized experience must demonstrate the knowledge, skills, and abilities necessary for successful job performance.

    Examples of minimum qualifying specialized experience equal to the GS-09 level include performing the following types of tasks on a regular and recurring basis:

    GS-11: Applicants may meet the minimum qualifications by one of the three methods listed below:

    1. EXPERIENCE: Your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-9 level in the federal service.

    Examples of minimum qualifying specialized experience equal to the GS-9 level include performing the following types of tasks on a regular and recurring basis:
    • Conducting routine studies or tests to evaluate the effectiveness and usability of health IT systems, and using the results to recommend new or enhanced approaches to delivering health IT services.
    AND
    • Drafting reports on system development lifecycle phases and general descriptions of the system and requirements.
    OR

    2. EDUCATION: Have a Ph.D. or equivalent doctoral degree or at least 3 full years of progressively higher level graduate education leading to such a degree or an LL.M. To be qualifying, the higher level graduate education must be in a major field of study or other field of study with course work directly related to the work of this IT Specialist position.

    OR

    3. EDUCATION AND EXPERIENCE: Have an equivalent combination of the above minimum qualifying specialized experience AND higher level graduate education directly related to the work of this IT Specialist position that meets 100% of the qualification requirements for this position.

    GS- 12: EXPERIENCE ONLY: Your resume must clearly demonstrate that you have one full year of minimum qualifying specialized experience comparable in difficulty and responsibility to at least the GS-11 level in the federal service.

    Examples of the minimum qualifying specialized experience equal to the GS-11 level include the following types of tasks performed on a regular and recurring basis:
    • Performing computer systems analysis, programming, and procedure development required to implement and maintain health IT projects.
    OR
    • Planning, implementing and managing health IT projects including developing project charters, schedules, and requirements, and tracking project progress through the full lifecycle.
    Experience refers to paid and unpaid experience, including volunteer work done through National Service Programs (e.g., Peace Corps, AmeriCorps) and other organizations (e.g., professional; philanthropic; religious; community; student; social). If such experience is on a part-time basis, you must provide the average number of hours worked per week as well as the beginning and ending dates of the experience so it can be fully credited.

    Applicants whose resumes clearly demonstrate the required minimum qualifying specialized experience will be evaluated based on the occupational assessment competencies listed below. A competency is defined as a measurable pattern of knowledge, skills, abilities, behaviors, and other characteristics that an individual needs to perform work roles or occupational functions.

    HEALTH INFORMATION TECHNOLOGY - Knowledge of the principles, methods, and techniques using health information technology (HIT) for improving health care quality and the impacts of public health programs, policies, and legislation.

    SYSTEMS ANALYSIS - Analysis of processes leading to the planning, design, and implementation of new and improved information systems to meet the business requirements of customer organizations.

    PROJECT MANAGEMENT - Knowledge of the principles, methods, or tools for developing scheduling, coordinating, and managing projects and resources, including monitoring and inspecting costs, work, and contractor performance.
