To demonstrate the impact of FEMA's Risk Management Directorate (RMD) programs, improve their effectiveness and ensure that resource and prioritization decisions are based on evidence of impact, RMD Leadership chose to implement Results-Based Programming (RBP) within the Directorate. The implementation of RBP within RMD began with the design and development of the RMD 10-year Strategic Plan.

The Program Management Performance Specialist Detailee(s) will support the four branches within RMD's Planning, Safety and Building Science Division (PBD) to successfully implement RBP. This is a high priority and time sensitive initiative for RMD Leadership. The Detailee(s) will have the opportunity to help develop and implement a cutting edge system that will enable the Agency to increase the effectiveness of its programs, projects, and activities, and increase the state of mitigation and resilience across the country.

Duties will include:
  • Support development of technical guidance on results frameworks and logic models
  • Drafting Performance Indicator Reference Sheets
  • Conducts analysis to evaluate the effectiveness of program operations in meeting established agency goals
  • Advises management on program effectiveness, operations & the efficiency of organization resource utilization.
  • Provide target setting guidance for indicators
  • Coordinate across PBD branches and provide results-based programming capacity building to RMD staff


Conditions of Employment

  • Must be a current permanent Federal employee

  • Must have achieved a minimum of "meet expectations/proficiency" on latest performance appraisal/evaluation
  • Must be currently at the grade level of the detail. *No Temporary Promotion Opportunity*

Qualifications required:
  • Experience drafting problem statements, results-based programming methodologies and results frameworks/logic models
  • Experience applying qualitative and quantitative effectiveness research and analysis techniques including data collection instruments
  • Experience in indicator target setting
  • Experience in knowledge management
  • Ability to work collaboratively as part of a team in a fast-paced office environment to achieve assignment goals with strong attention to detail and results driven
  • Strong communication skills

    If the position requires a security clearance, employees must have a SECRET or TOP SECRET clearance to placement AND must maintain that level of clearance while performing in the position.

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
