To demonstrate the impact of RMD programs, projects, and activities and improve their effectiveness, and to ensure that resource and prioritization decisions are based on evidence of impact, RMD Leadership chose to implement Results-Based Programming (RBP) within RMD. The implementation of RBP within RMD began with the design, and approval of the RMD 10-year Strategic Plan.

The Monitoring, Evaluation, and Learning Detailee will support the development of infrastructure and staff capacity within RMD that will allow the Directorate to successfully implement RBP. This is a high priority and time sensitive initiative for RMD Leadership. The Detailee will have the opportunity to help develop a cutting edge system that will enable the Agency to increase the effectiveness of its programs, projects, and activities, and increase the state of mitigation and resilience across the country.

Duties will include:
  • Facilitating causal analysis, theory of change, results framework, logic model, and indicator development workshops
  • Providing technical guidance on results frameworks and logic models
  • Supporting the development of a RMD Learning Agenda
  • Drafting Performance Indicator Reference Sheets
  • Providing guidance on data collection methodologies, tools, and data sources for baseline data collection
  • Providing target setting guidance for indicators
  • Providing advice for evaluation planning, design, and implementation
  • Providing results-based programming training and capacity building to RMD staff


Conditions of Employment

Qualifications required:
  • Strong background and demonstrated experience in drafting problem statements, conducting causal analyses, formulating theories of change, and developing results frameworks and logic models
  • Strong background and demonstrated experience in applied social science qualitative and quantitative effectiveness research and analysis, including the design and development of data collection instruments
  • Highly skilled in facilitating workshops with a diverse set of stakeholders, including leadership, subject matter experts, program managers, and regional staff
  • Highly skilled in training and capacity building
  • Experience in drafting Performance Indicator Reference Sheets (or equivalent)
  • Experience in indicator target setting
  • Experience in designing, planning, and conducting rigorous evaluative studies
  • Experience in knowledge management
  • Ability to work collaboratively as part of a team in a fast-paced office environment to achieve assignment goals with strong attention to detail and results driven
  • Strong communication skills
  • Ability to exercise discretion when handling sensitive information or issues

    Selected applicants for a JDA are requested to fulfill the items below during the JDA:
  • Complete the DHS Training Course 15 days prior to the arrival to the JDA.
  • Complete the DHS Joint Duty Assignment Progress Plan to include:
    • Phase 1: Establish assignment objectives within the first 30 days of the JDA.
    • Phase 2: Complete a self-assessment of the duties performed at the mid-point of the JDA.
    • Phase 3: Complete a final review within the last 30 days of the JDA.
  • Complete 12 hours of professional development using Skillsoft courses, videos, and books in conjunction with the established assignment objectives for the JDA.
  • Attend each of the DHS Joint Duty Program Director's quarterly webinars (1 hour per quarter).
