Job Summary

Aptive is seeking a Senior Functional Area Analyst to support digital transformation within the Department of Veterans Affairs (VA). In this position the selected candidate will provide services for the Department of Veterans Affairs (VA), Office of Information & Technology (OIT), Infrastructure Operations (IO), VA Internet Protocol version 6 (IPv6) Integrated Project Team (IPT). IPT is responsible for developing the master transition plan for all required activities related to its execution. Infrastructure Operations has a requirement to migrate hardware, operating systems, applications, and other elements of its IT infrastructure from Internet Protocol version 4 (IPv4) to IPv6.

The Senior Functional Area Analyst must have considerable experience with the analysis of business, functional, technical, activities, and events. Analyst is responsible for working with users and customers to document and strategize for process improvements for current business processes (business process reengineering). Responsible for providing market research on conditions that impact the overall operational efficiency of an organization and identifying symptoms for process improvement. Must have deep knowledge of process and risks. This Senior Associate level, full-time position is a remote opportunity; occasional travel will be required.

Primary Responsibilities

Senior Technical Writer will edit narrative and graphic products to identify and correct grammatical formatting and logic errors and to identify logical inconsistencies that will require author attention. Must have experience in the application a variety of word processing, spreadsheet, graphics, and scheduling tools. Must have experience in meeting with authors and other team representatives to review documents, compile inputs/corrections, resolve incompatible comments, and provide final publishable documentation. Must have experience in explaining in simple language scientific and technical ideas that are difficult for the average reader to understand.

  • The Functional Area Analyst is skilled in Data Science, capable of diving deep into data, doing analysis, discovering root causes, and designing long-term data solutions
  • Manages invoices for payment from large, contracted vendors supporting healthcare for Veterans
  • The Analyst will work with users and customers to document and strategize process improvements for current business processes (business process reengineering) and is responsible for providing market research on conditions that impact the overall operational efficiency of the organization, while identifying symptoms for process improvement


Minimum Qualifications

  • Bachelor's Degree in Degree In Engineering, or A Related Scientific or Technical Discipline is required.
  • 7 years related experience required
  • Must have considerable experience with the analysis of business, functional, technical, activities, and events
  • Able to manage project plan and training.
  • Able to manage fit/gap analysis.
  • Work on business cases for the current as-is process and the to-be process.
  • Analyze the as-is business process flow and create the to-be-process flow base on the business requirements.
  • Review and write UAT test cases and coordinating user acceptance testing (UAT) and end user training.
  • Ability to challenge existing configuration and processes: what should we do differently? Where should we adapt to meet emerging technologies and industry trends? How should we structure our application to best serve our customers?
  • Experience with design reviews and providing constructive feedback
  • Develop and maintain system security configuration documentation including a detailed functional design document.
  • Demonstrated experience to turn business problems into technical solutions. Develops and proposes solutions in a clear, concise, well-organized manner, and communicates technical concepts to non-technical and with individuals.
  • Ability to obtain and maintain a public trust clearance.
  • Legal authorization to work in the U.S.


Desired Qualifications

  • Experience supporting large Cabinet-level federal agencies, ideally the Department of Veterans Affairs.
  • Ability to work with users and customers to document and strategize for process improvements for current business processes
  • Provides market research on conditions that impact the overall operational efficiency of an organization
  • Identifies symptoms for process improvement
  • Ability to get up to speed quickly on complex issues; desire to work in a fast-paced, rapidly evolving environment.
  • Capable self-starter with a drive to get all types of work done and high attention to detail.
  • Excellent ability to communicate across most mediums and settings.
  • Knowledge of military and Veteran populations.
