Provide direction of major programs and projects, ensuring that desired goals are achieved and targeting operations for saving, improved efficiency, and greater benefit to both the Gallery and the AOP. Plans, organize, direct, and coordinate the activities of the Office of Protection Services, which is organized into five departments: administrative, security operations, visitor services, safety and occupational health, and technical services; directs studies to improve efficiency and economy in operations; provides leadership in developing and administering policies and in fostering effective labor management relations. Ensure the readiness of the Office of Protection Services to take a leadership role in the event of emergencies; coordinates the development and preparation of contingency plans for all necessary responses to civil disturbances, power failure, natural disaster, etc.; ensures that security staff and all Gallery personnel are trained in contingency responses, including procedures for the emergency protection of works of art. Provide Gallery-wide leadership to top management officials of the Gallery and their staffs in motivating and enlisting their participation in the security program of combating indifference and a negative attitude regarding precaution, evacuation, protective drills, contingency plans, etc.; reviews with curators and managers of stores techniques of protecting valuable properties during both public and non-public hours. Supervise through subordinate managers a staff of over 300 full time employees in a variety of professional, technical, administrative and protective occupations; issues operational policies, procedures, orders, and instructions; furnishes policy guidance and direction to subordinate supervisors and ensures that they carry out their responsibilities effectively; meets with subordinate supervisors to review plans, progress, impact of new laws, construction, acquisition, requirements, etc., and to ensure effectiveness in operation as well as internal coordination among subordinate units and with other Gallery activities. Review and approve special procedures for protecting the President, White House personnel, Heads of State, or foreign dignitaries visiting the Gallery and ensures timely and effective coordination of security measures with US Park Police, Secret Service, National Park Service, and DC Police and Fire Department as needed. Maintain liaison with the White House, State Department, US Park Police, Secret Service, National Park Service, Department of Justice, DC Police and Fire Department, and Department of Public Health and Transportation to coordinate matters relating to Office of Protection Services operations. Specialized experience is at least one year of experience (combined), equivalent in responsibility to the GS-15 grade level in the Federal service, responsible for the planning, organizing, directing, evaluating and coordination of a comprehensive protection services program for a major organization or institution. All applicants must have 1 year of experience.Experience is directly related to the duties and responsibilities of this position, referenced in the technical qualifications, that equipped the candidate with the scope and level of knowledge, skills, and abilities to successfully perform the work.This level of responsibility is typically found at the GS-15 or equivalent level in the Federal Government.Eligibility will be based upon a clear showing that the applicant has had professional training and experience of the scope, level and quality sufficient to carry out the responsibilities of the position effectively.You must meet all qualification and eligibility requirements for the position by the closing date of the announcement. Extensive knowledge experience applying a broad range of Federal laws including, but not limited to a diverse range of protective procedures and skills needed in order to safeguard personnel and property from possible danger due to natural disaster, criminal or terrorist activity. Broad leadership experience as a protection and/or protection and/or law enforcement executive with local, state or federal protection and/or law enforcement experience, including demonstrated experience and knowledge of protection and/or law enforcement practices, security operations, physical security planning, integrated electronic security systems and specialized investigative personnel. 2. Professional knowledge and experience in managing physical and personnel protection and security; and protection and/or law enforcement operations that are subject to congressional, media and/or public scrutiny. 3. Demonstrated experience in managing the conceptualization, development, and implementation of both external and internal protection and security plans. 4. Demonstrated experience managing human, financial and information resources strategically, including bringing about strategic change both within and outside an organization to meet organizational goals, and managing and developing teams to provide security operations at the highest standards of excellence. 5. Demonstrated experience in cultivating strategic partnerships with key inter-agencies and external stakeholders, including local, state and federal protection and/or law enforcement, national and international organizations, state and federal government officials, and technical research authorities.
