The Sunwater Institute is located in North Bethesda and maintains a presence on Capitol Hill.POSITIONThe Sunwater Institute is seeking a dynamic, hardworking, entrepreneurial leader for its Legislative Studies Program. The program aims to be the center of innovative Congressional reform ideas, congressional data, and insights into legislative principles, processes, and technologies. RESPONSIBILITIESStrategyWork with executive team to develop and execute a long-term strategy to increase the performance of Congress, state legislatures, and global legislative institutions through research, reform ideas, training/education, data, online products/platforms, and eventsIdentify and engage with strategic partnersEngage in reporting and collaboration with executive team and board ResearchConduct and publish original research on legislative principles, processes, technologies, and group decision making institutionsBuild and manage an internal team of scholars, research assistants, and internsBuild and support a network of external scholars and congressional reformersHelp oversee a collaboration with Yale University focused on congressional committee modeling and experimentationData and technologyOversee and drive the development of the Legis1 platform, a system to measure legislative performance, provide tools to enhance legislative workflows, and enable better communication between legislatures, experts, and constituentsDevelop datasets that can be leveraged by legislatures, media, and scholars to drive cycles of improvement in legislative performanceEvents and mediaHost events targeted at Congress, staff, scholars, media, and reformersDevelop regular roundtable discussions and routine engagement with legislatorsParticipate in and drive established video and audio podcast programs and create new seriesTrainingDevelop a training and retreat program for Congress members and staffMarketing and communicationsWork with marketing team to identify key audiences and build listsIdentify and execute strategies to engage audiences via social media and other channelsDevelopmentWork with executive team to engage donors and expand programIdentify and execute on federal, state, and private grant opportunitiesREQUIREMENTSKnown as an innovative thinker on legislative principles, process, data, or historyWidely read within and outside professional discipline with strong grounding in philosophy and historyDemonstrated ability to grow and manage a diverse team and people and project management skillsEstablished professional network within the congressional scholarship and reform communitiesOpen minded with a willingness to question fundamental assumptionsStrong reputation for independent and thoughtful contribution to public discourseAbility to work collaboratively with economists, political scientists, lawyers, life scientists, business executives, and other professionals from diverse backgroundsStrong writing and editorial capabilitiesComfort with both the theoretical and practical
